JOB TITLE: TRAINING AND COMPETENCY SUPERVISOR
KEY RESPONSIBILITIES:
1. Accountable for day to day management of the Training & Competency team to deliver high-quality management services. Develop, implement, and maintain training and competency frameworks aligned with industry and company standards.
2. Ensure quality, integrity, and governance of the Training & Competence Management Service (TMS/CMS).
3. Accountable for the line management, coaching and mentoring of TMS & CMS team leads.
4. Ensure adequate resources for the full scope covered by the Competence & Training team, carry out resource planning
5. Business compliance and awareness of Training & Competence Management Services. Act as subject matter expert for the organisation
6. Oversee the use of training & competency management systems to track, assess, and report workforce competency.
7. Ensure training matrices are standardised and aligned to the overall competence led framework, incorporating into the TMS/CMS
8. Co-ordinate and facilitate the Competence Assurance Steering Group Meetings
9. Liaise with Technical Authority/Business SME network to support Competence Assurance
10. Develop, review, and maintain related processes, procedures and supporting documentation
11. Development of proposal documents in line with external customer requirements, costs and Framework requirements
12. Development of Competence and Training requirements aligned to relevant industry standards
13. Project Management of all improvement projects
14. Consult and Advise internal and external customers on appropriate framework and approach
15. Maintain awarding organisation approvals i.e., SQA centre status, OPITO
16. Manage Training Services interface with external support services and resources
17. Work with Business Delivery Manager to grow the TMS & CMS as an external offering
18. Conduct internal Competence audits
19. Focal point for external Competence Audits (OPITO, HSSE, FPAL, ISO, Customers)
20. Act as Lead Internal Quality Assurer and manage all Quality Assurance aspects of Competence Assurance – audits, reporting, review, verification, training etc.
21. Ensure development of all personnel within the team to meet strategic and business requirements
22. Provide coaching and support to team members and stakeholders on competency processes and best practices.
23. Monitor performance metrics and deliver regular reports to senior leadership.
24. Assist in facilitation of regular competence forums
25. Take personal responsibility for safety and adhere to Petrofac's life saving rules.
26. Comply with all relevant Petrofac Facilities Management (PFM) Health, Safety & Environmental (HSE) policies and procedures where appropriate
27. Actively participate in, and support, all PFM HSE plans, initiatives and improvements
ESSENTIAL QUALIFICATIONS AND SKILLS:
28. SVQ level 3 or 4 in a relevant discipline, or equivalent qualification
29. In depth knowledge of competency assurance practices and accreditation, including competency models and assessment tools
30. Qualified Workplace Assessor and Internal Verifier essential (Preferable updated to current standard – L&d9di & L&D11)
31. Qualified Lead Auditor
32. Management or Leadership qualifications
33. Knowledge of Oil and Gas Industry (or other highly regulated/safety focused industry).
34. Good working knowledge and expertise in the management of training in high-risk industries
35. Experience in a supervisory role
36. Experience in development of competency framework, processes and procedures
37. Proven recent experience in the management and delivery of Qualification programmes including successful completion of Approval Application with Awarding body (SQA, C&G or similar)
38. Proven recent practice and expertise within head of centre or centre coordination roles with SQA, City & Guilds or similar
39. Proven recent experience within Lead Verifier role with evidential successful outcomes on centre approval audits
40. Prior experience in upstream/downstream operations, engineering, or technical services.
41. Awareness of HSE (Health, Safety, Environment) standards and compliance requirements
42. Ability to work autonomously on own initiative.
43. Ability to lead and motivate a team.
44. Experience in coaching, mentoring, and performance management.
45. Strong interpersonal and communication skills
