Overview
The Environment Agency is committed to an inclusive workforce reflecting the communities we serve. You will work at the centre of our transformation on water industry enforcement. As a Programme Manager you will support the programme team, identify objectives and deliver significant business change to our enforcement capacity and capabilities.
You will work with the Water Regulation Programme Office, a new team focused on high-profile, cross-cutting work, and collaborate with national teams to support delivery, influence policy and secure resources for regulation of the water industry and wider water sector.
Responsibilities
* Identify the key outcomes required from programmes and the projects within them, and present these with clarity.
* Develop and maintain a programme plan and present it as a product to enable engagement, tracking delivery progress, joining up activities and creating efficiencies.
* Work with workstream leads to identify activities, resource requirements, milestones and when support is required.
* Set programme controls and assurance, enabling the programme to adapt to change if required.
* Apply and advise governance, including creating business cases.
* Capture, manage and report on risks and issues, understanding what constitutes a programme risk and how to escalate appropriately.
* Lead programme meetings to engage and motivate the team to deliver.
* Report progress to different levels of the organisation and to Defra, tailoring communications to different audiences.
Experience / Skills Required
* Demonstrable experience leading projects and project teams.
* Understanding or experience of transforming complex organisations.
* Excellent communication and influencing skills; ability to present complex information clearly to enable decisions.
* Ability to build and maintain effective working relationships with dispersed customers and colleagues from diverse backgrounds; actively consider diversity issues.
* Ability to respond to tight deadlines and prioritise in a fast-paced, complex, changing environment; confident in leading project teams through uncertainty and ambiguity.
* Understanding of water industry, regulation or enforcement activities would be useful.
Contract and Working Arrangements
This role is initially advertised until end March 2026, with potential extension to end March 2027. The role is national with flexible/hybrid working; some travel and overnights may be required. Training and inclusive development objectives will be provided. Applications are blind assessed against competency questions. Interviews are conducted via MS Teams.
