Economic Crime Unit (ECU) Manager – Environment Agency
Job Overview
The Environment Agency is looking for an experienced leader to manage the Economic Crime Unit (ECU), part of the National Environmental Crime Unit (NECU). The ECU Manager will strategically lead financial investigations, ensuring compliance with the Process of Crime Act (POCA) and continuously improving investigative practices.
Responsibilities
As ECU Manager you will:
* Lead two Team Leaders – one overseeing the Asset Denial Team and one overseeing the Money Laundering Investigation Team.
* Manage a Senior Financial Intelligence Officer, providing strong leadership, motivation, and performance management.
* Collaborate with internal teams (Investigatory Teams, Intelligence & Partnerships, and Legal) and external partners (Police, National Crime Agency, HMRC).
* Influence senior stakeholders, ensuring the Environment Agency’s priorities are recognised by other enforcement agencies.
* Support the wider organisation in improving POCA legislation understanding, sharing lessons, and advising cross‑country enforcement officers.
Qualifications & Skills
* Exceptional leadership experience, ideally leading a dispersed team.
* Deep understanding of financial investigations and the Proceeds of Crime Act (POCA).
* Experience working in the law enforcement sector and understanding of the National Intelligence Model.
* Excellent communication skills, including delivering feedback and building relationships with external stakeholders.
* Ability to work under pressure, prioritise a varied workload, and identify areas for improvement.
* Experience leading changes to working practices and developing team capability.

This is a hybrid role. You will work flexibly from home and your nearest office, with travel across the country for meetings and operational duties. Incident response is central to the role – you must be available to respond to incidents or provide business continuity support during an incident, which may result in an additional payment.
