Robert Half is partnering with a union based in central London in search of a Head of Property and Estates.
Responsible for:
National and Central Office Property Team (to be designed and recruited); management of legal, construction, conveyancing, project and maintenance suppliers; and dotted-line professional oversight of regional caretakers.
The role:
To establish and lead a professional property function, ensuring that a national estate is managed strategically, compliantly and cost-effectively. This includes oversight of property compliance, maintenance, acquisitions, refurbishments and disposals; the introduction of professional approval and procurement processes; and the development of a long-term property strategy that supports organisational operational objectives and financial planning.
Responsibilities:
* Establish and lead a professional property function, including the recruitment and management of the central property team.
* Oversee the national property portfolio and ensure robust, budgeted plans are in place for maintenance, compliance, acquisitions, refurbishments and disposals.
* Manage relationships with external professional suppliers, including legal, construction, conveyancing, project and maintenance contractors, ensuring high quality and value for money.
* Work with regional leadership to develop location strategies, refurbishment and relocation proposals, and evaluate business cases for senior approval.
* Own and maintain building specifications, ensuring high standards of compliance, accessibility and sustainability, and work with Procurement to secure value for money and prioritise UK suppliers where appropriate.
* Provide dotted-line professional oversight of regional caretakers, including training on compliance, health and safety, and maintenance scheduling.
* Ensure effective procurement and approval processes for all property-related expenditure and projects.
* Lead on ensuring statutory and regulatory compliance across the property portfolio, including fire safety, accessibility and environmental requirements.
* Work collaboratively with the Finance Director and senior management team to ensure property strategy aligns with organisational aims and financial planning.
* Continuously improve property-related policies, procedures and processes.
Experience Required:
* Significant senior experience in property management within a large, complex, multi-site organisation.
* Proven experience overseeing compliance, maintenance, refurbishment, acquisition and disposal of properties.
* Experience managing professional property suppliers and contractors.
* Experience developing and delivering property strategies aligned to organisational priorities.
* Strong skills in managing complex stakeholder relationships, including board-level reporting.
* In-depth knowledge of health and safety, statutory compliance and regulatory requirements affecting property.
Education / Qualifications - IMPORTANT TO HAVE
* Qualified Chartered Surveyor (RICS), ideally at Fellow level (FRICS).
