Operational Delivery Programme Lead
Location: Bexhill, East Sussex / Hybrid
Job Type: Temporary
Duration of booking: Expected to last 18-24 months with possible extension
Proposed start date: ASAP
Pay Rates: Up to £47 per hour Umbrella or £43 per hour PAYE inclusive of holiday pay
Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5pm

Job Summary
* Leading operational delivery for a new mental health hospital providing inpatient beds, therapeutic spaces, and clinical facilities.
* Developing and executing operational plans for service transition, workforce training, equipment procurement, and policy development.
* Providing leadership and stakeholder engagement across clinical and support teams to facilitate cultural and technological changes.
* Collaborating with internal and external stakeholders, including senior management, clinical staff, estates, IT, HR, and community partners.
* Supporting the transition phase post-opening to ensure continued operational success.
Skills and Experience
* Extensive knowledge in clinical and managerial health and social care sectors.
* Experience in large-scale programme or project management.
* Management qualification and MSP certification.
* Professional registration relevant to health or project management.
Scope & Authority
* Developing and delivering operational programmes supporting hospital transition.
* Leading on programme reporting, stakeholder communication, and decision-making.
* Supporting a safe and timely transition with engagement across all staff groups.
Strategic Development & Leadership
* Creating strategic direction aligned with national and Trust policies.
* Driving service innovation and quality improvements.
* Enhancing patient pathways and multidisciplinary collaboration.
Project Management & Leadership
* Leading operational delivery and policy development for hospital transition.
* Managing clinical and service user participation in planning and evaluation.
Operational Commissioning
* Developing strategies for workforce, training, equipment, and operational policies to ensure effective service transfer.
