About the role:
Waltham Forest went live with Oracle Fusion Cloud in September 2023. This position will be the lead officer on all financial aspects of Oracle and other corporate management systems, maintaining and configuring these systems and providing specialist system support and training courses.
The role includes maintaining and developing all financial coding and reporting structures, user access management, security controls and system configurations. It also covers administration of the Oracle Planning and Budgeting Cloud Service (PBCS), including budgeting and monitoring cycles.

Key Responsibilities:
* Take responsibility for specifying the systems required to ensure accurate and dependable financial information.
* Lead on developing plans for system development and implementation which meet regulatory requirements, local needs and which are consistent with and support the delivery of the Council's objectives.
* To create, maintain and develop all financial coding and reporting structures within the Corporate financial management systems.
* Perform system administration tasks, including user access management, security controls, and system configurations within the capabilities allowed by ICT and the third-party provider.
* To liaise with the Council's internal Head of Oracle Cloud and the external managed service contractor.
* Administer the Oracle Planning and Budgeting Cloud Service (PBCS) (MyBudget), including budgeting and monitoring cycles and be responsible for maintaining linkages between the core Oracle system, MyBudget and Adelante.
* Be responsible for the interface and integration of electronic systems with financial transactions to the Council's core financial systems. Ensure that regular data transfers are undertaken and resolve any errors which may occur.
* Be responsible for ensuring that security controls are designed to support a hierarchy of access reflecting decision making in the Council and providing a clear audit record of data owners and system changes.
* Generate financial reports and perform ad-hoc analysis to support decision-making processes.
* Advise on proposals to extract data from the Council's core financial systems into data warehouse or analysis tools; Ensure that unnecessary duplication is avoided and preserve the principle of 'one version of the truth' in relation to financial information.
* Liaise with SME across other relevant functions such as Accounts Payable and Receivable, HR, Procurement and Business Support to achieve similar levels of cross council consistency in data recording, reporting, input and extraction.
* To provide financial advice, support and financial training to Directors, Heads of Service and other staff on systems and procedures, to improve service delivery and standards of financial management.
Qualifications and Requirements:
* Qualified Accountant (CCAB recognised) with significant experience of working in a Public Sector finance environment. However, would consider part-qualified Accountant, if there is significant relevant experience.
* GCSE (or equivalent) English Language and Maths grade A-C.
* Excellent ICT skills, including high proficiency in Excel and Word
* Excellent standards of written and verbal English
* Strong experience in financial systems administration, preferably with expertise in Oracle Fusion Cloud General Ledger, Project Costing, and Planning and Budgeting Cloud Service (PBCS).
* Familiarity with local authority finance practices and regulations. Good communication skills.
* Solid understanding of financial processes, accounting principles, and project accounting.
* Proficient in system administration tasks, such as user access management, security controls, and system configurations.
* Excellent analytical and problem-solving skills with the ability to reconcile and validate financial data.
* Strong attention to detail and accuracy, ensuring data integrity within financial systems.
* Effective communication skills to collaborate with stakeholders and provide user support and training.
* Proactive mindset with the ability to identify process improvement opportunities and drive change.
* Experience liaising with third-party providers for complex system configurations and enhancements.
