JOB DESCRIPTION JOB TITLE: Head of Civil Engineering Design SALARY SCALE: £61,673 - £64,469 per annum REPORTS TO: Technical Services Controller LOCATION: Enniskillen SUMMARY OF ROLE The Head of Civil Engineering Design is a key member of the Technical Services Directorate located in Head Office, Enniskillen. He/she will be responsible for the day-to-day leadership and management of professional, technical and administrative staff and the management of consulting engineers, contractors and other suppliers. The role of the Head of Civil Engineering Design is to manage the delivery of all aspects of asset maintenance and new infrastructure projects associated with the inland navigable waterway system. The Head of Civil Engineering Design will provide advice and support to the Senior Management Team and the wider organisation on the planning, management, design, procurement and construction of civil and structural engineering works in two jurisdictions (NI & ROI). He/she will be responsible for managing a programme of works and associated budget. DUTIES AND RESPONSIBILITIES Civil & Structural Engineering Undertake studies and evaluations of possible projects and compile associated reports. Ensure that projects are designed and constructed to appropriate, technical, professional and legal standards. Progress projects through feasibility, design, planning, tender and construction stages. Work closely with the Technical Services Controller to effectively manage and develop capital work projects to programme and budget. Manage the commissioning and delivery of design and construction works procured through consultants and contractors and ensure value for money. Ensure adherence to governance and procurement standards and regulations in both jurisdictions (NI & ROI). Take due cognisance of the protection of the natural environment and built heritage in all his/her duties and activities and ensure compliance will environmental legislation, regulations and best practice. Provide advice and support to colleagues across the organisation on all aspects of civil and structural engineering and construction procurement. Overcome obstacles to quality service delivery. Health and Safety Possess a good knowledge of health, safety and welfare legislation relevant to construction projects. Contribute to and comply with Waterways Ireland’s Health and Safety policy and arrangements. Prepare health and safety statements /reports for construction projects. Development of risk assessment engineering as a standard practice for all work undertaken. Strategic Management Assist with Waterways Irelands policies, strategies and standards; contribute to creating a shared aim for the Body and promote business culture and values. Develop methods, processes and systems to enhance productivity. Ensure adequate operating systems are in place to maintain the highest standards of accountability. Draw up regular financial and progress reports for projects. Provide input for annual reports, business and corporate plans and long-term strategic plans. Plan and manage the implementation of policy changes and review its effects. Participate in effective change management initiatives People Management Lead, manage, motivate and develop professional, technical and administrative staff under your control to enhance performance and meet business objectives Create, maintain and enhance productive working relationships internal and external to Waterways Ireland. Comply at all times with the regulations and standards of Waterways Ireland. Complete staff reports and performance appraisals. Identify and implement training and developments programmes. Liaise with other disciplines and units within Waterways Ireland. Liaise with community and local organisations. Liaise with relevant statutory bodies. Manage consultants, contractors and other suppliers Other Work as part of the Directorate’s management team. Deal with any matter as requested. Draft responses concerning queries forwarded to Waterways Ireland. Represent Waterways Ireland at meetings/functions both during and outside normal working hours. Comply with and actively promote Waterways Ireland policies and procedures on all aspects of equality. Complete all training as required by Waterways Ireland within specified timeframes. Waterways Ireland is currently reviewing the staff structure, capacity and capabilities within the Technical Services Directorate to ensure that our civil and structural engineering functions continue to support the organisation’s strategic objectives effectively. As a result the reporting line, role, duties and responsibilities of the Head of Civil Engineering Design may evolve to reflect the outcomes of this review and to support the ongoing development of the Directorate. PERSON SPECIFICATION Candidates must be able to demonstrate that they meet the eligibility and essential criteria in their application and at interview. Desirable criteria may be used as necessary in the selection process. Eligibility Criteria Possess a degree in Civil or Structural Engineering. Be a Chartered member of a relevant institution, e.g. Engineers Ireland (EI) or Institution of Civil Engineers (ICE) Possess a minimum of 5 years relevant post qualification experience. Possess a minimum of 3 years managing and leading teams at a senior level. AND A full Driving Licence and / or access to a form of transport which will permit you to travel throughout Ireland & NI in relation to work Applicants must possess the Right to Work in relevant jurisdiction. Essential Criteria Understand the key issues involved in construction in two jurisdictions (NI & ROI). Understand the key issues involved in construction in a water-based environment. Possess an understanding of the environmental issues involved in the development of waterways. Possess good project management and problem-solving skills. Have experience of forwarding schemes through tendering procedures. Possess experience in working with IT design, CAD and surveying tools. Be familiar with the requirements for health, safety and welfare in the design, construction and life of projects in a water-based environment. Proven experience to deliver multiple projects within defined budgets and to demanding time schedules. Have experience of commissioning and managing consulting engineers. Have knowledge and experience in the procurement and management of engineering contracts and contractors. Possess good negotiation skills. Possess experience of site supervision or site management. Possess excellent interpersonal and communication skills. Desirable Criteria Possess experience in the delivery of civil engineering maintenance or capital works in a water-based environment. Possess experience of civil engineering in sensitive natural and built heritage environments. Short-listing Process A short-list of candidates for interviews will be prepared on the basis of the information contained in the application. Only those candidates who meet the Eligibility Criteria will proceed to the formal short-listing process.
