Director of Strategy, Great British Energy

Great British Energy (GBE) is a publicly owned energy company, created to accelerate the deployment of clean energy technologies and to ensure UK taxpayers, billpayers, communities and the energy workforce reap the benefits of a clean and secure energy system.

The Great British Energy Act, which received Royal Assent in May 2025, provided for the UK’s first publicly owned national energy company to develop, own and operate energy assets since the privatisation of the Central Electricity Generating Board in the early 1990s. The 2025 Spending Review allocated GBE and GBE‑Nuclear over £8.3 billion to deploy towards our missions of delivering clean energy for the people.

Job Description:

GBE is seeking an individual who is passionate and deeply motivated by the organisation’s mission: to deliver clean energy, drive economic growth, create UK jobs and supply chains, and ensure value for the UK taxpayer. This person will bring a strong sense of purpose and commitment to creating societal impact and public value, aligning their work with GBE’s policy objectives and long‑term vision.

The setup of GBE requires a significant process of strategy development. In the startup phase, the Director of Strategy, reporting to the CEO and forming part of the Executive Leadership Team (ELT) will assume responsibility for the development of GBE’s Corporate Strategy (3–5‑year horizon) and Business Plan (2‑year horizon).

The Corporate Strategy will be informed by the Statement of Strategic Priorities (SSP) which will be issued to GBE by the Secretary of State. The Director of Strategy will work with 3rd Party advisors, ELT and the Board to set a 3–5‑year strategic plan which will select key technologies for GBE’s development and investment activities, prioritising areas where GBE can bring additionality to the market, build up differentiated capabilities and drive long‑term value for GBE, the energy market and society at large.

The Corporate Strategy should include sub‑sections for Development & Investment, GBE Local and Supply Chain and also consider optimum business structure, portfolio and capital allocation and shareholder return pathways. The Business Plan should turn this strategic approach into a set of operational plans, which underpin short‑term activity and a supporting set of financial statements.

Key Responsibilities

* Part of the GBE Executive Leadership Team, with responsibility for developing the key strategies which will enable GBE to deliver the shareholders expectations as set out in the Statement of Strategic Priorities.
* Lead and manage a team of strategy professionals, including, where necessary secondees and consultants, to set the GBE strategy and ensure delivery of strategic objectives whilst fostering a culture of collaboration, innovation, and continuous improvement.
* Build and lead GBE’s Analysis function including economics, monitoring and evaluation and impact assessment.
* Provide objective and detailed analysis to support project decision making.
* Work with the GBE Board and Executive team to produce and execute a strategy that delivers on GBE’s ambitions across its key functions, including market analysis, competitive assessments, and scenario planning.
* Setting and monitoring key performance indicators (KPIs) to track the progress of strategic initiatives and ensure accountability and transparency of the effectiveness of GBE investments and strategy.
* Accountable for the strategic direction and performance of GBE’s corporate strategy, including advising the board on resource allocation and delivery of measurable outcomes under public and parliamentary scrutiny.
* Exercise sound judgement in navigating complex, high‑stakes strategic decisions that shape GBE’s long‑term trajectory and influence national energy policy, such as defining which markets, projects or business models GBE should invest in.
* GBE portfolio development, including organic and exogenous growth, including identifying and evaluating new business opportunities, including potential acquisitions, partnerships, and investments.

Roles in what will become Great British Energy will initially be undertaken in shadow form within the Department for Energy Security and Net Zero. They will then be transferred to Great British Energy when the Great British Energy Bill becomes law, and the company has the necessary procedures and systems in place to employ people directly.


Person Specification

* A strategic thinker with strong evidence of leading complex strategy projects, effective problem‑solving and a proven ability to influence at the highest levels.
* Exceptional presentation skills, with the ability to prepare high‑quality management information and decision materials, distilling complex frameworks and tools into clear insights to engage and gather input from large audiences.
* Demonstrates the ability to contribute effectively as a member of the ELT, providing strategic direction, organisational leadership and collective accountability for delivering the GBE priorities.
* Excellent stakeholder management with the gravitas, credibility and commercial acumen to engage constructively across government, co‑investors and commercial leadership of funded businesses assets receiving grant, debt or equity investments.
* Strong analytical skills with the ability to make informed decisions based on data and evidence – including to drive operational performance and communicate impact internally and externally.
* A deep understanding of the energy sector including market design, trading, merchant revenue streams and stacking, and long‑term contracting models such as PPAs and CfDs.
* Knowledge and experience of project financing approaches and accessing commercial and institutional finance.
* A background in consultancy or strategy management in a large corporate would be advantageous.
* Confident and accomplished public speaker, ideally with experience in print and broadcast media.
