Overview Of Project/role**
To assist on the development of strategies, policies and plans for Public Transport Service changes, which support TfL's strategic objectives and which optimise services for customer journey time, service reliability, network capacity and connectivity and take account of value for money, available resources, operational constraints and customer priorities. This will be achieved through an understanding of the internal and external factors which affect service levels and performance, and of customer priorities. Support the process to drive continuous improvement in Public Transport Services by developing plans based on strong business case analysis.
Key Accountabilities
Monitor and review the impact of selected service changes on TfL's customers and on TfL's delivery of its strategic objectives including value for money, customer journey time, service reliability and network capacity and connectivity.
Identify opportunities for improvements and generate specific and achievable proposals for service changes in a specific area, by applying knowledge of passenger demand, service operation, capital projects/capability upgrade programmes, London's development and Mayoral policy including MTS and ensuring that transport provision is reflected in land use development proposals including assessing and design mitigation of impacts of developments.
Undertake detailed analysis on feasibility, costing, passenger benefit evaluation and performance impact of smaller service change proposals, and assist on larger ones, including appropriate modelling as required. Use a wide range of data sources and specify additional data collection requirements as appropriate. Build or assist on building for larger projects business cases for service change proposals, based on BCDM methodologies, in order to secure their approval.
Assist on building and securing stakeholder support for service changes, across and outside the business.
Develop strategic plans for selected service changes, and the plans to deliver the strategy.
For approved service changes assist in managing the relevant service change process.
Manage smaller programme of works (or assist in larger) to deliver plans, obtaining governance approvals, and managing business process and controls as appropriate.
Contribute to the development of Public Transport Planning team capability.

Skills, Knowledge & Experience
* Ability to prepare plans to tight timescales
* Strong influencing and negotiating skills
* Strong written and verbal communications skills
* Strong analytical skills in appraising service changes through business case development
* Data collection and analysis skills with the ability to research and interpret the outputs.
Knowledge
* A degree in a relevant discipline or equivalent experience
* Knowledge of Transport Planing principals and application. In particular public transport service planning and reliability issues and the metrics measuring these.
* Knowledge of public transport issues in general, the structure of the public transport industry and the characteristics of the London travel market.
* An understanding of the range of modelling and analytical techniques used in Transport Planning.
* Knowledge of Business Case principles.
Experience
* Experience of defining and prioritising resource needs, and to plan accordingly.
* Experience of participating in multiple teams and negotiating with others .
* Experience of interpreting different information sources and communicating them to decision makers effectively.
* Experience in analysing and interpreting numerical data
