Job Summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs over 12,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. As such using data to aid understanding of our workforce is vital.

Headquarters Centre (HQ C) is the Joint Military Command (JMC) for the Midlands geographical region from the Welsh borders in the west midlands to the North Sea coast of Norfolk, Suffolk and Essex. HQ C has a fully integrated range of staff including Regular Army, Civil Service, and Army Reservists.

HQ C manages the Army’s interests in the counties of Central England, centred on the four pillars of ‘UK Operations’, ‘Firm Base’, ‘Engagement’ and ‘Cadets.’

The breadth of it’s responsibilities is wide and multifaceted, from assurance of the Field Army to command of UK Resilience Operations, all tasks that underpin the success of the Army on operations.

HQ C enables the delivery of the Firm Base in support to the Army. The Firm Base is the Army infrastructure which supports the Lived Experience of our Service Personnel and their families who live there. The Head-quarters will deliver Real Life Support to Units within the region. It is also responsible for engagement with the civilian community, employers and acts as the proponent for UK Resilience in times of need.

This position is advertised at 37 hours per week.

Job Description

Headquarters Centre (HQ C) Cadet organisation is one of the largest in the country with 74 Combined Cadets Forces (CCF) and 9 Large Army Cadet Forces (ACF) a Cadet population of 20,000 personnel.

HQ C Cadets branch is offering an exciting management opportunity for a multifaceted, self-assured individual, with an ability to work collectively and individually in a modern, open plan office which encourages flexible working hours. The successful candidate will work within a small, friendly team that plan & coordinate resources, review policy, run conferences & support training events.

As the Cadet forces often train on a Saturday and Sunday, this role requires you to occasionally travel and to also work some weekends. As compensation, HQ C, an all-inclusive employer, will grant time off in lieu, for the odd occasion when evening or weekend working is required to enable us to meet our objectives.

The role is co-ordination and delivery focused, leading a team towards interpersonal and business success. The post holder is also responsible for planning and prioritising within an annual operating budget of £4m, owning the branch risk register, controlling the cadet focused reserve training day allocation, leading and scrutinising grant applications & grant audits and conducting significant engagement with external delivery agencies and partners, including the senior adult volunteers of our Cadet Forces & the Reserve Forces & Cadets Association.

Your key responsibilities will include;


* Deliver critical engagement with supporting agencies, control the daily activities of Cadets branch, and be the focal point for all tasks that enable successful delivery.
* Coordinate branch activity.
* Ensure resource planning bids are submitted, reviewed, and circulated as directed.
* Volunteer Allowance is controlled in year and snap audits delivered.
* Ensure the branch Risk Management Board is effectively supervised.
* Keep branch annual Forecast of Events effective and up to date.
* Ensure annual conferences are programmed and scheduled as directed.
* Scheduling and directing Combined Cadet Force Biennial Reviews and Grant Audits.
* Your staff deliver other in-year cadet force project tasks at pace, as directed.
* Transport acquisition for both the CCF & ACF.

Person specification

Key skills required for a Lead Staff Officer Cadet Team:

* Good IT skills, including basic Microsoft Office 365, and have excellent time management skills.
* You will be able to quickly build good working relationships with a variety of partners, both internal and external to the organisation and be able to provide support to a wide range of people of different backgrounds.
* They will have good Information Technology skills, including basic Microsoft Office 365, and have excellent time management skills. They will use initiative to prioritise work with minimal direction whilst maintaining an excellent attention to detail.
* You will be well organised and will possess strong communication skills in both written and verbal form.

Selection process details
