How You'll Make a Difference
As the Commissioning Manager for Procurement and Compliance, you will provide expert procurement, contracting, and compliance advice to commissioning colleagues. With experience in procurement or commissioning, you'll be passionate about getting things right, driving good governance and supporting services that make a real difference to people’s lives.
Your role supports colleagues to develop compliant commissioning and contract management practices, ensuring the council achieves value for money, transparency, and effective partnership working in the delivery of department-wide commissioning priorities.
What You Will Be Doing
* The primary purpose of your role will be providing expert advice and guidance on procurement, contracting and governance across the People Directorate. You will monitor compliance with procurement legislation, council procurement rules, governance requirements and contract management processes.
* Support commissioning colleagues within the Adult Social Care Commissioning team, Housing and Public Health, you will plan, tender, and manage contracts and joint commissioning arrangements in line with legislation and the Council’s Constitution.
* Working collaboratively, you will provide sound expertise, advice and information to a range of senior customers throughout the council, advising and supporting on complex procurements. You will research and analyse opportunities for innovation and establish new and efficient ways of working, ensuring that council activity is lawful.
* You will oversee the contract register and ensure strong contract management arrangements are in place across the services.
* It will be your responsibility to lead and influence continuous improvement in commissioning processes, templates, and governance.
What We Need From You
* It is essential that you have a degree or professional qualification in social care, health care, public health, housing or business studies or other relevant subject or comparable experience gained in the workplace.
* You will have a minimum CIPS level 5 qualification (or be working towards), with significant experience of procurement, commissioning or contract management, within a local authority, health and social care, or public sector environment.
* Due to the nature of this position, it is critical that you have knowledge of relevant legislation, including Care Act market shaping responsibilities as well as demonstrated working knowledge and understanding of Procurement Regulation including PCR 2015, Procurement Act 2023 and the Provider Selection Regime.
* You must have a proven ability to manage complex workloads, plan ahead and be able to prioritise effectively and support others to do the same. You will have the ability to think strategically, and promote a culture of compliance and continuous improvement.
* It is essential that you are a confident communicator, as you will be providing expert advice and influencing at senior levels.
* We require you to have experience of developing and delivering creative and innovative commissioning strategies or business plans, including needs assessment and market analysis preferably related to social care, health, public health and housing services and of contract management and performance appraisal.
* You must have an understanding of children’s and adult social care, housing, health and public health and their underpinning values, standards and legislative framework.
* Ideally, you will have an ability to balance technical detail with practical, people-focused advice.

* This role is hybrid, with a mixture of working at our office in Yate and working from home.
