I am currently representing Northamptonshire’s Children Trust, which is offering an initial temporary contract for a period of 3 – 6 months with a view to extension or permanent placement for the right candidate, at a negotiable rate depending on experience.
We are looking for a Commissioning Manager based at: NN1 1ED
Key Accountabilities:
* Report to the Service Manager and/or the Strategic Manager for the Commissioning and Strategy function, overseeing all commissioned services to ensure they meet specified outcomes and deliver improved results for children and families.
* Lead and deliver evidence-based services for vulnerable children, young people, and their families, ensuring high-quality, best-value services aligned with strategic priorities.
* Provide operational leadership for the Home Finding and Support Service.
* Review and improve policies and processes for operational efficiency.
* Review joint funding arrangements and embed consistent practices.
* Develop provider negotiation strategies and enhance team skills in this area.
* Embed benchmarking tools and develop relationships with external providers.
* Address Northamptonshire’s sufficiency duties, ensuring services meet statutory and local needs.
* Implement cultural change within the service.
* Contribute to the annual service plan.
Requirements:
* Degree level education (essential)
* Management Studies qualification (e.g., PgCMS, PgDMS, MBA) (essential)
* Good understanding of Children’s Services, legislation, and initiatives (essential)
* Experience in the commissioning cycle and strategic frameworks (essential)
* Knowledge of modernising Children’s Services agenda
* Understanding of local authority duties for vulnerable groups
* Experience in strategic service development in Children’s Services
* Strong relationship-building skills (essential)
* Operational project management skills (essential)
* Excellent communication and report-writing skills (essential)
* Proficiency in information systems and IT (essential)
* Budget management skills (essential)
* Experience working with public, private, and voluntary sectors (essential)
* Experience managing Brokerage Services for placements (essential)
* Relationship management skills (essential)
* Monitoring and risk assessment capabilities (essential)
