Purpose of the Role: One of my local government clients is seeking a dedicated Private Sector Housing Officer to improve living conditions within the borough’s private residential sector. The role involves assessing housing conditions, processing grant applications for adaptations, and ensuring compliance with housing legislation to safeguard residents’ wellbeing. Key Responsibilities: * Deliver a high-quality service focused on improving housing conditions and management standards in the private rented sector. * Assess and process applications for Disabled Facilities Grants (DFG) and Minor Adaptations Grants, monitoring works to help disabled residents live independently. * Inspect private sector homes and evaluate management standards, processing property licensing applications. * Undertake enforcement action where necessary regarding housing conditions, licensing, and management non-compliance. * Investigate service requests and carry out programmed inspections under the Housing Act 2004, Environmental Protection Act 1990, and other relevant legislation. * Use the Housing Health and Safety Rating System (HHSRS) to assess housing conditions and draft enforcement notices, schedules of work, and orders in line with the Council’s scheme of delegation. Candidate Profile: * Experience working within private sector housing enforcement or regulation. * Strong knowledge of relevant housing legislation, including the Housing Act 2004 and Environmental Protection Act 1990. * Competent in conducting property inspections and assessing housing health and safety risks using HHSRS. * Proven ability to take enforcement action, draft notices, and manage compliance cases. * Good communication skills and the ability to engage with tenants, landlords, and contractors. * Ability to work independently and as part of a team within a local authority setting.
