Job Title: Highways Inspector Location: Liverpool – Citywide (Hybrid) Job Type: Temporary Working Hours: Full-Time, Hybrid Pay Rate: £31.98 PAYE Inclusive of Holiday pay Job Purpose To ensure Liverpool’s highway infrastructure is safe and well-maintained by undertaking regular inspections, identifying and reporting defects, overseeing contractor work, and responding to emergency and out-of-hours situations including winter maintenance. Key Responsibilities * Carry out walked and driven highway inspections in line with statutory requirements (Highways Act 1980, NRSWA 1991, and Code of Practice). * Record defects and condition of highway assets including carriageways, footways, street furniture, and drainage. * Raise and manage works orders following inspections or reports, ensuring timely and quality repairs. * Investigate complaints and reports of defects from the public and other sources. * Maintain accurate records of inspections, findings, and actions taken. * Respond to highway emergencies and participate in the on-call rota including winter gritting duties. * Liaise with utility companies, contractors, stakeholders, and the public to ensure coordination and resolution of issues. * Monitor third-party works on the highway and issue relevant notices under NRSWA. * Support the council in defending liability claims by providing inspection records and evidence. * Promote a safe working environment and adhere to all Health and Safety legislation. * Assist in performance improvement and ensure compliance with service standards and timescales. Requirements Qualifications (Essential) * City & Guilds or equivalent in highway safety inspections. * Valid UK driving licence (Category B automatic and/or manual). Experience (Essential) * Understanding of highway safety and Chapter 8 of the Traffic Signs Manual. * Proven experience conducting highway inspections and identifying necessary repairs. Desirable Experience * Knowledge of highway maintenance, construction materials, and legislation (e.g. NRSWA 1991, Highways Act 1980). Skills & Abilities * Strong verbal and written communication skills. * Physically able to perform inspections over large areas and varied conditions. * Proficient with handheld and computer devices for data input and inspection logging. * Analytical problem-solver with ability to prioritise tasks based on risk. Working Conditions * Primarily site-based, including work in adverse weather conditions. * Flexibility required to work outside standard hours as part of a rota system. * Must be able to drive and travel citywide.
