Housing Technical Officer

Contract: Permanent

Salary: £39,152 - £42,839 per annum (Grade 7)

Hours: 36.66 per week

Location: Sir Robert Peacock House, Vulcan Street, Oldham, OL1 4LA

Role Overview

To carry out all aspects of Housing Regulation in accordance with the legislation, including Licensing HMOs, private sector housing disrepair complaints and enforcement against landlords who haven’t complied with the requirements of the Selective Licensing Scheme.


Key Responsibilities

* Part of the team delivering an effective Private Sector Housing Enforcement Service
* Undertake detailed inspections of properties in accordance with the Housing Act 2004
* Take the necessary and appropriate legal action and if necessary prepare files for court or issue Civil Penalty Notices
* Work with tenants, including vulnerable and hard to engage groups on issues affecting their lives and make appropriate referrals to other agencies to get the help they need
* Prepare and present detailed technical reports as required for licensed landlords/agents, senior managers and elected members of the Council as and when required


Key Requirements

To succeed in this role, you will need as a minimum:

* An approved degree standard qualification in Building Surveying, Construction Management or Construction / Property related discipline or other professional qualification related to housing or a relevant discipline
* Experience in Private Sector Housing Enforcement, including experience of carrying technical inspections, producing reports and enforcement under the Housing Act 2004 and Housing and Planning Act 2016
* Excellent written and oral communication skills and ability to engage clearly and effectively with a wide range of contractors, partners, individuals and vulnerable groups
* Experience in implementing the Housing Health and Safety Rating System
