Job Title Head of Block & Estate Management Location: East of England region (flexible hybrid working available, with travel to regional office and site visits as required) Hours: Full Time (37 hours per week) Summary A senior leadership role responsible for overseeing large‑scale residential block and estate management operations, ensuring compliance, service excellence, financial control, and team performance across a complex and evolving portfolio. This role requires oversight of leasehold property operations, contractor delivery, and resident safety across a large managed residential and mixed‑use portfolio. The postholder must meet professional and regulatory standards relevant to residential property management. All candidates will be required to pass pre‑employment screening, including a credit check. This organisation is a long‑established, multi‑disciplinary property consultancy regulated by the Royal Institution of Chartered Surveyors (RICS). The residential block and estate management division is responsible for managing a large portfolio of residential units across multiple UK regions, with continued growth ambitions. The Head of Block & Estate Management provides senior leadership and strategic direction across the residential and mixed‑use portfolio. The role ensures high standards of operational delivery, compliance, customer service, and team performance. The postholder will lead a team of Property Managers, strengthening systems, governance, and service consistency while acting as a trusted advisor to clients, resident management companies, developers, freeholders, and leaseholders.
Key Accountabilities
Strategic Leadership & Operational Oversight
Lead the Block & Estate Management function with clear strategy, priorities, and service standards Manage and develop a team of Property Managers Contribute to senior leadership strategy across the Property Management division
Service Delivery & Portfolio Management
Oversee day‑to‑day management of residential blocks and estates Ensure compliance with management agreements and legislation Oversee inspections, maintenance programmes, and resident engagement Manage complex schemes, including those requiring remediation or safety interventions Monitor and deliver SLA performance and reporting
Compliance, Building Safety & Risk Management
Ensure compliance with all relevant legislation and codes of practice Lead on building safety obligations across the portfolio Oversee fire safety, risk assessments, and remedial works Manage higher‑risk buildings and associated regulatory requirements Coordinate cladding and fire safety remediation programmes Ensure all statutory obligations are met, documented, and reviewed
Client & Stakeholder Management
Act as senior contact for client boards, freeholders, developers, and leaseholders Lead AGMs, client meetings, and site inspections Communicate complex building safety matters clearly and confidently Manage escalations, complaints, and tribunal‑related matters
Financial Oversight
Oversee service charge budgeting and expenditure control Work with finance teams on reporting and forecasting Support major works planning and reserve fund management Monitor income and cost controls across portfolios
Systems, Processes & Continuous Improvement
Drive consistency in systems, processes, and documentation Improve compliance tracking and reporting systems Utilise property management systems (including QUBE or equivalent) Use data and KPIs to improve performance and decision‑making
Team Leadership & Development
Lead, mentor, and develop a high‑performing team Promote accountability, performance standards, and professional growth Ensure training on compliance and building safety responsibilities Support staff wellbeing and retention
Business Development & Growth
Support onboarding of new clients and developments Contribute to bids and business development activity Identify opportunities to improve service delivery and portfolio growth
Requirements
Minimum 5 years’ experience in residential block, estate, or asset management Proven leadership experience managing property management teams Strong understanding of leasehold legislation and regulatory frameworks Experience working with resident management companies, developers, and freeholders Strong knowledge of building safety legislation and compliance requirements Experience with major works and complex residential portfolios Exposure to cladding or fire safety remediation projects is highly desirable Strong stakeholder management and communication skills Commercial awareness with experience managing budgets and contractors Highly organised with the ability to manage multiple priorities Professional qualifications such as TPI, RICS (or equivalent) desirable IOSH or NEBOSH qualification advantageous
