Overview
Join HMRC’s CDIO Borders & Trade team as a Delivery Manager within the Borders and Excise Delivery Team. You will work across CDIO B& T, wider CDIO teams, and external delivery partners to ensure the timely, cost‑effective delivery of digital products. This includes managing stakeholder relationships, leveraging supplier frameworks, adapting delivery methodologies, defining roadmaps, and championing continuous improvement.
Key Responsibilities
* The end‑to‑end delivery of one or more medium to large scale IT projects.
* Production and management of end‑to‑end IT delivery plans and status reports.
* Identification, management and escalation of IT risks, issues and dependencies.
* Raising, monitoring and challenging commercials / costs across all delivery teams and commercially engaged delivery partners.
* Financial forecasting and tracking of all project expenditure.
* Building and maintaining effective and collaborative relationships to achieve successful outcomes for the business.
* Applying knowledge of both Agile and waterfall delivery methodologies in a Delivery Management setting.
* Line management of Associate IT Delivery Managers.
* Removing blockers for successful delivery.
* Coaching team members, CDIO and HMRC stakeholders in Agile or Delivery Management.
* Being an active member of the Delivery Manager community.
* Using team‑forming, norming and storming techniques to build self‑sufficient and empowered teams.
* Creating a team environment that fosters success and self‑organisation.
* Working closely with Product Managers, Delivery Managers or project managers to ensure delivery is aligned with scope, requirements and timeline constraints.
Required Skills & Experience
* Delivering medium to large scale technical or IT‑enabled business change projects against a backdrop of large‑scale organisational change.
* Excellent communication and collaboration skills.
* Operating across tight & complex governance frameworks, and a sound knowledge of risk & cost management.
* Building and maintaining strong working relationships with stakeholders to achieve successful outcomes for the business.
* Project governance, including creating and managing a project plan and tracking risks/issues/dependencies.
* Commercial awareness, including managing & monitoring project costs and budgets and effectively challenging external suppliers.
* Utilising both Agile and Waterfall methodologies.
* Evidence of playing a key role in influencing strategic decision making and demonstrating an understanding of strategic consequences of IT decisions.
* CB (criminal record check) and baseline personnel security standard checks.
Desirable Skills
* HMRC recognised project management tools and methodologies.
* Previous experience in the HMRC IT end‑to‑end change lifecycle.
* Recognition or willingness to work towards Delivery Management qualifications such as PRINCE2 Practitioner, Agile Practitioner or Managing Successful Programmes (MSP).
