Equans is looking for a Technical Services Manager (Electrical) to join our team in Birmingham on a permanent basis. This is a full-time role working 37.5 hours per week. On offer is a competitive salary, bonus and benefits package.
Reporting to the Head of Estates, the post holder will be responsible for coordinating the activities of the maintenance services in accordance with the requirements of the Contract for the Sandwell and West Birmingham Hospitals.
Responsible for the effective management of Assistant Technical Services Managers and trade staff ensuring all maintenance activities comply with the statutory, NHS, Trust and Company guidelines.
The post holder will also collaborate and co-operate with the Service Providers to deliver customer focused, cost effective and efficient maintenance service.
What will you deliver?
1. Manage and co-ordinate directly employed labor and sub-contractors in reacting to breakdowns and implementing the Planned Preventative Maintenance Systems
2. Ensure all maintenance activities comply with statutory, NHS, Trust and Company guidelines
3. Provide technical assurance advice across the discipline of maintenance services
4. Review and develop the quality of service at an operational level and Control expenditure as delegated by the Contract Manager
5. Ensure all staff are trained and aware of health and safety responsibilities in accordance with statutory, NHS and Trust guidelines and the companies Incident and Behavioral Safety Initiatives
6. Set objectives and appraise staff in line with company policy
7. Positively manage relationships with stakeholders and Trust representatives to enhance perception of service provision
8. Maintain records as appropriate, relevant plant and equipment for technical performance
9. Prepare estimates for new works & lead support as required for projects
10. Ensure Planning and scheduling all planned preventative maintenance activities for buildings, plant and equipment using the Maximo system or other works management system, with consideration to statute, Regulations, ACOPs and Guidance (HTMs)
11. Undertake negotiations with subcontractors and suppliers to provide a cost-effective service with reference to the contract SLAs. The post holder will be required to lead negotiations for services and contracts
12. Responsible for specific elements of budgetary control and give additional support with financial controls with reference to departmental budgetary control, stock, contracts etc
13. Ensuring that all staff and subcontractors response and rectification times are met and repairs are undertaken diligently, with due care and without undue delay
14. Regularly meet with directly employed staff (collectively irrespective of their trade function and individually), subcontractors and suppliers to discuss performance
15. Responsible for the safety of plant, equipment, and infrastructure and for safe working practices
16. Attend and lead as required Health & Safety forums with staff and the client on a regular basis
17. Contribute to ensure that plant and equipment data and information is delivered in an accurate and timely manner to enable Lifecycle Planning to be developed
18. Support in the production of condition surveys and subsequent action plans in a timely manner allowing milestone targets and goals to be achieved
19. Responsible for bringing to the attention of all Senior Management any unsafe working conditions, working practices, unsafe plant or equipment encountered during the execution of duties including reporting on the company AIMS system
20. Responsible for the execution of any other estates and facilities related duties in an emergency/urgent situation, as directed by the Senior Management Team
21. Participate as a member of the Estates Team by achieving Authorised Person (AP) status in a number of disciplines as required and directed by Senior Management Team
22. Responsible for participating in the on call rota as and when required, after suitable training and relevant experience is gained as directed by Senior Management
23. Responsible for supervision and participating in a recall to work procedure for emergency repairs as required when not on call
24. Responsible for undertaking flexible working practices across the whole range of estates services. This will include electrical, mechanical, plumbing, building etc duties as directed by the Senior Management Team
25. Responsible for undertaking work in any other building/property/location as required
26. To attend and participate in training courses as required and to undertake any training in the future as may be required to ensure the duties of the post are effectively carried out or as required by the Senior Management Team
27. Managing and directing staff in a safe and efficient manner and conducting personal performance evaluations of staff in accordance with EQUANS policies and procedures
28. Deliver training to staff on relevant subjects as appropriate (eg tool box talks & trade specific subject matter)
29. Responsible for liaising with other Managers
30. Responsible for supervision of contractors
31. To support in establishing and monitoring systems to ensure that maintenance standards are to the optimum utilising available resources
32. Responsible for advising management where there is a demonstrable shortfall in resources to meet the standards required for patient environment and to meet legislation requirements
33. Responsible for first line management with regards to all EQUANS Human Resource and Health and Safety Policies and Procedures
34. Responsible for the action and validation of time sheets, on-call sheet, Annual leave requests and general personnel issues
35. Support in the production of the relevant statistics for use in maintaining budgetary control
36. Responsible for maintaining comprehensive maintenance records
37. Supporting management with development and the implementation of relevant approved new works, inclusive of financial control
38. Support in updating on new technology and advising on any future requirements to the staff training programme

Who are we looking for?
50. Electrical experience within a Healthcare environment is desirable
51. Experience of risk management and health and safety
52. Knowledge of relevant legislation and industry guidelines
53. ONC or BTEC NVQ Level 3 in relevant discipline
54. Authorised Person qualified to Health Technical Memoranda (HTM) Standard
55. High level of verbal, written and numeric skills
56. Computer literate with good IT skills
57. GCSE / O Level Mathematics and English or equivalent
58. Must be able to manage people, be self-motivating, able to work on own initiative, liaise and delegate effectively with staff operating in a multi-disciplinary environment
This role includes a DBS Standard check therefore ability to pass is essential.
