The Service & Team: This role will sit within the Council Commercial Assurance team. The Commercial team have led a successful application for Public Health Prevention Funding to deliver an improvement project to embed social value corporately and sustainably across the Council.
About the Role
Cornwall Council is a large unitary Council, spending £1.2bn through the external supply chain in 2024/25 across 6034 suppliers with 857 contracts in place. This fixed‑term role (funded for 1 year) will lead a project to improve our approach to social value and embed social value corporately. The role will lead and coordinate corporate engagement, bring together learning to date, the requirements of Council services, new government guidance, and expertise in health and prevention to deliver a new corporate social value policy.
Responsibilities
* Manage and co‑ordinate the Social Value Steering Group.
* Report into the Social Value Steering Group with monthly progress updates.
* Engage relevant stakeholders to collaborate and co‑design the new policy ensuring operational practicality across all service areas.
* Write the new Social Value Policy based on robust evidence & current thinking and aligned with national Social Value Models and local priorities.
* Embed prevention principles and social value consistently across the Council, driving the improvement project forward and enabling long‑term adoption.
* Put in place clear mechanisms and support to ensure social value is generated, monitored, delivered and reported, including KPIs, tracking tools and reporting frameworks.
* Ensure a timely approval pathway for the new Social Value Policy through officer and political governance, including preparation of decision papers.
* Ensure the new policy is fully implemented and ready to be mainstreamed, with a clear sustainability and transition plan that supports long‑term adoption.
Working Pattern
37 hours per week with flexible working options available.
What You’ll Need To Succeed
Our ideal candidate will have good knowledge and an understanding of social value and community benefits, and an understanding of public sector procurement. A proven track record of working effectively in partnership with a range of stakeholders is essential, together with excellent organisational and report writing skills and the ability to navigate complex decision‑making environments within a local authority.
