Base pay range
We are seeking a new Head of Policy Analysis. You will lead our policy analysis team, producing high-value insight that supports major programmes, legislative development, and ministerial engagement. Working closely with colleagues across the organisation, you will ensure that analytical evidence is fully integrated into policy design, operational planning, and strategic thinking. You will lead a skilled team of analysts, setting direction, developing capability, and overseeing a portfolio of analytical work that directly supports senior leaders and the Executive.
We are looking for an experienced analytical leader who can shape policy through high-quality evidence and clear strategic insight. You will need to be able to use a range of data insights to understand current and future business trends, ensuring we stay ahead of the curve and make informed, strategic decisions. Furthermore, you’ll be required to turn technical analysis into compelling advice that informs decisions at the highest levels of the organisation.

Responsibilities
* Turning complex policy, operational and legislative information into clear, evidence-based insight that helps senior leaders make informed strategic choices.
* Leading a high-performing team of analysts, setting analytical direction, embedding best practice, and ensuring the team delivers reliable, high-quality work across multiple areas.
* Working closely with operational, legal, digital and strategy teams to gather and interpret the evidence needed to assess options, understand impacts, and anticipate emerging risks.
* Driving the organisation’s review processes by presenting analysis, challenging assumptions, and promoting a culture of transparent, evidence-led decision-making.
* Producing rigorous assessments, briefings and dashboards that support policy development, legislative planning, and ministerial engagement, ensuring senior leaders can track progress and understand implications.
* Overseeing the analytical input into major projects, ensuring all analysis is accurate, timely and aligned with organisational and cross-government priorities.
* Identifying new risks, trends and opportunities, providing senior leaders with forward-looking insight that supports strategic planning and effective response to a changing environment.
To be eligible for this role you also need to meet our Nationality requirements which are outlined below and also successful candidates must meet the security requirements for Security Clearance (SC) before they can be appointed. To gain (SC) you will need to have been a UK resident for a minimum of 3 years out of the last 5 years.
Working Hours
This is a full-time position of 37 hours per week. For any candidates interested in part time, the minimum hours per week we would be able to accommodate due to the nature of the role and team structure, is 30 hours.
Person specification
To be successful in this role, we are looking for an individual with:
* Experience of performing analysis and visualisation using statistical programming languages (e.g. R, Python, SQL).
* Experience of implementing and leading analytical best practices, particularly those relating to reproducibility and quality assurance of analysis.
* Experience of applying analytical frameworks throughout the analytical cycle, e.g. Code of Practice for Statistics, the Aqua book.
* Strong communication skills, with the ability to present complex evidence, uncertainty and recommendations to senior stakeholders in a clear and persuasive manner.
* The ability to work proactively and set the agenda, working with autonomy and being comfortable identifying the priorities in your analysis areas.
* Experience of performing analysis under uncertainty, e.g. forecasting, making analytical assumptions.
* A degree in a numerate discipline or equivalent professional experience.
