Job Summary
The Health and Safety Executive (HSE) is the independent regulator for work-related health and safety. We act in the public interest to reduce work-related illness, death, and serious injury across Great Britain’s workplaces.
HSE inspects certain workplaces and buildings. We also reach employers and workers through our guidance, communications, campaigns and through stakeholder organisations.
Within our Engagement and Policy Division (EPD), we have two roles available in the Applied Analysis and Insight Group (AAIG).
Applied Analysis and Insight Group
AAIG comprises approximately 30 inter-disciplinary staff who work at the interface of evidence with policy, operations and communications. AAIG staff lead and support work in EPD and across all HSE Divisions.
AAIG comprises three main units: ‘Applied Regulatory Information’, ‘Futures’ and ‘Research and Insight’. As a Research and Insight Advisor you may work across all of AAIG’s functions, though these two posts will be based in and predominantly focus on research and insight.
The ‘Research and Insight’ unit brings together expertise from a range of disciplines, including market and social research, customer insight, behavioural insight, consultancy and business analytics. However, we welcome candidates from any background who have transferable skills and experience. We provide applied analytical support to enhance the effectiveness and efficiency of HSE policy, strategy, operations, products and processes.
AAIG is a high quality, innovative team, winning several awards in 2024 including the Market Research Society (MRS) award for ‘In-house Team of the Year’ and the cross-Government Analytical Function award for best research on ‘Inclusion’.
Working Pattern
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 22 hours per week.
Job Description
As a Research and Insight Advisor you will work closely with: AAIG colleagues in the design, management, delivery and application of research and insight projects; Policy, Operations, Intervention Design and Communications colleagues across EPD, where AAIG is based, and; colleagues across the rest of HSE including, specialists in science, chemicals and high-rise residential buildings.
You will have the curiosity and rigor necessary to get to grips quickly with new subjects and to understand not just the technical and legal aspects but the implications for HSE, to demonstrate your analyses are well-informed and authoritative but also to ensure your findings and proposals have influence and impact.
Key Responsibilities:
* Understanding prioritised business needs and issues; creating an evidence base on those we seek to influence and support; and ensuring that this understanding influences HSE decision making.
* Conducting market, social and behavioural research focused on HSE’s external audiences (e.g. workers, employers, stakeholders and residents) through secondary and primary research, using qualitative, quantitative and mixed methods. Research will be delivered both in-house and through managing external research agencies.
* Undertaking internally focused research, analysis and insight of HSE’s operations and delivery.
* Generating actionable research findings and insights, and applying them to the design and/or improvement of HSE’s strategy, policy, products, operations, services and communications.
Travel
You will be based at any of the HSE offices as advertised above. Currently AAIG staff work in a hybrid way both from their HSE office and from home if desired. However, on occasion (roughly once every 1-2 months), you will be required to travel to GB-wide meetings - usually in Bootle, Merseyside (HSE’s headquarters) or London. This may occasionally necessitate overnight stays with travel and subsistence provided.

Person specification
Essential Skills And Criteria:
You must bring relevant experience in the following skill sets and activities. Your experience may come from any walk of life including paid or voluntary work, training or study, or your wider personal life.
* Collaborating with a diverse range of people, teams or organisations to design research or analysis.
* Experience of undertaking qualitative research; and / or quantitative research (statistical analysis or survey-based research).
* The ability to develop evidence-based research findings, insight and implications, and to communicate these findings to audiences to influence their decision-making.
* Ability to demonstrate understanding of market/social and behavioural research and insight using qualitative and/or quantitative methods through:
* Entry level experience undertaking research or insight work in any profession or sector; including working in a research agency, a specialised research team, academic experience of having undertaken a research role; AND/OR
* a degree in any subject that includes a substantial research methods component; AND/OR
* a relevant professional qualification/professional memberships demonstrating understanding in (for example Market Research Society Diploma or Advanced Certificate)

Interview Information
Interviews will take place via Microsoft Teams from week commencing 14th July. At interview you will be assessed on:
* Deliver a 5-minute verbal presentation, the topic of which will be given when you are invited to interview. This will be assessed against the Essential Skills and Experience requirements.
* Your experience through your relevant skills and experience. This will also be assessed against the Essential Skills and Criteria.
* The Behaviours ‘Managing a Quality Service’ and ‘Making Effective Decisions’.
