What can you expect in this role?
1. Provide overall leadership, management, and technical direction on data collection and monitoring and evaluation activities.
2. Design and manage the activity monitoring and evaluation (M&E) framework and information system to track delivery against targets, outcomes, and impact.
3. Guide the project team in implementing the project evaluation and performance management plan.
4. Supervise project data collection, perform high-level data analyses, conduct project assessments, integrate results into ongoing program improvement plans, and inform granular site management and support activities.
5. Work with the project management and staff in developing appropriate indicators and establishing baselines.
6. Work closely with technical staff to develop and consolidate program reports, develop systems, and promote best practices and lessons learned among project staff, partners, the MOH, USAID, and other stakeholders.
7. Support quality improvement (QI) initiatives, and use an application of informatics tools and approaches, where appropriate.
8. Work with MOH to identify data and M&E gaps for HIV clinical cascades and support development of processes and tools to address the gaps.
9. Analyze program data to ensure project effectiveness and program improvement.
10. Ensure the development and implementation of internal data quality assurance systems to address gaps in data quality.
11. Develop M&E plans in collaboration with staff to build capacity on data analysis.
12. Provide leadership to project team in interpreting data on indicators, targets, and results.
13. Track and analyze progress of individual sites and oversee all activities related to managing and sharing program data.
14. Analyze project data to ensure project effectiveness and program improvement.
15. Collaborate with staff at all project levels to conduct periodic data quality assessments.
16. Coordinate compilation of quarterly data reports for USAID.
To be successful, you will have:
17. 10-15 years of continuous management experience, 5 of which must be at senior level.
18. Significant experience in data collection and analysis, results monitoring, reporting and quality improvement.
19. Experience working in the Democratic Republic of the Congo or the Central Africa region.
20. Experience working with USG programs, including knowledge of USAID/PEPFAR reporting systems and standards.
21. Degree in epidemiology or another related field.
22. Excellent communication, interpersonal, writing, and strategic planning skills.
23. Dedicated visionary and strategic leader with ability and experience to work in a multidisciplinary, multi-cultural team.
24. Fluency in spoken and written English.

26. Experience working with a range of key populations including sex workers, gay men and other men who have sex with men, transgender people, and people who inject drugs.
