Job Title: Senior Building Surveyor
Ref: Portsmouth 5275812
Pay rate: £253.40 per day PAYE
Role length: Anticipated 6 months
Working arrangements: Ideally office based with a minimum of 3 days per week in the office and ideally located within a one hour commute from the office
Additional requirement: Driving Licence with access to a car
DBS requirement: A Basic DBS is required
The role: We are seeking a highly motivated and experienced Senior Building Surveyor to join the Property Services team. You will play a pivotal role in supporting the Property Services Manager and leading a dedicated team of Surveyors. Your work will directly to support the management and maintenance of the 3,000+ housing stock and corporate assets, ensuring properties are safe, suitable, and well-maintained.
Responsibilities
* Surveying housing and corporate properties to diagnose issues and determine the most appropriate remedial action
* Leading and delivering a wide range of projects, including (but not limited to): external decorations, cladding, fire safety improvements, window replacement, re-roofing, electrical upgrades, structural repairs and extensions.
* Managing complex or high-profile projects with contract values typically ranging from £50,000 to £1,000,000 (or higher)
* Developing, mentoring and managing a team of Surveyors, including allocation of workloads and identification of training needs.
* Preparing specifications, issuing repair instructions, and overseeing works to completion
* Supporting the preparation of planned maintenance programmes and maintaining accurate stock data
* Procuring and managing contracts in accordance with agreed terms and conditions
* Representing the Property Services team at operational and strategic meetings
* Liaising with a wide range of stakeholders including residents, leaseholders, councillors, and other council departments
* Leading on Stage 1 HRA and LGO complaints, undertaking background research and preparing draft reports for senior review
* Depising for the Property Services Manager when required, managing technical staff and overall team performance
What the client is looking for
* A degree or HNC in Building Surveying or a related construction discipline; RICS or CIOB membership preferred
* Strong knowledge of JCT and NEC contracts, including contractor management and dispute resolution
* Expertise in building construction technology and building pathology
* In-depth understanding of building and health & safety legislation (e.g. Building Regulations, Planning Law, Party Wall Act, Fire Safety, CDM, Asbestos Regulations)
* Proven ability to carry out a range of building surveys (e.g. condition, dilapidation, fire risk, asbestos, energy performance)
* Experience preparing specifications, evaluating options, and managing repair and maintenance contracts
* Sound commercial awareness, with skills in cost estimating, budget management, and financial control
* Proficient in Microsoft Office (Word, Excel) and experienced in using specialist software for data management
* Knowledge of public procurement rules and tendering procedures for building works
* Ability to analyse repair and stock condition data to monitor service performance and data accuracy
* Experience in managing, developing, and coaching staff within a property services environment
* Strong communication and stakeholder engagement skills, including leading meetings and producing reports
* Confident liaising with a wide range of stakeholders including contractors, tenants, internal teams, and elected members
* Experience building strong client and customer relationships, managing expectations, and ensuring satisfaction with the repairs service
