Deputy Chief Officer (with Facilities & Open Spaces Management responsibilities)
Salary: £45,075 – £47,181 (SCP 33–36)
Full time, 37 hours per week + occasional evenings
The Parish Council is looking for an experienced and motivated Deputy Chief Officer with Facilities & Open Spaces Management responsibilities to lead the management, maintenance, and development of their buildings, open spaces and community assets — while also acting as Deputy to the Chief Officer, ensuring continuity and resilience across the organisation.

About the Role
As Deputy Chief Officer, you’ll take the lead in making sure the Parish Council’s buildings, open spaces, play areas, and community spaces are places our residents can be proud of. You’ll be the person who keeps everything running smoothly — from overseeing maintenance and inspections to making sure contractors deliver the high standards their community expects.
You’ll bring a strong focus on safety and compliance, ensuring their assets are well‑managed, well‑maintained, and welcoming. You’ll keep their records, contracts, and maintenance schedules in good order, and you’ll play a key role in helping them maintain their Green Flag award at Phillimore Recreation Ground.
Day to day, you’ll work closely with their Open Spaces Team Leader and Admin Officer – Open Spaces to coordinate work across the parish, support improvement projects, and champion sustainability and biodiversity across their sites.
Alongside your operational responsibilities, you’ll also act as Deputy to the Chief Officer — supporting reports, statutory records, working parties, and stepping in when needed to ensure the Council continues to run smoothly. You’ll attend some evening meetings and provide clerking support for Working Parties when required.
This is a hands‑on, varied, and rewarding role where no two days are the same — ideal for someone who enjoys operational leadership, problem‑solving, and making a visible difference in the community.
About You

* Strong experience in facilities, open spaces, estates, or asset management
* Confidence in health & safety, inspections, and compliance
* Experience managing contractors and monitoring service delivery
* The ability to lead staff, coordinate workloads, and maintain high standards
* Excellent communication skills and a calm, professional approach
* A commitment to community‑focused service delivery
* Flexibility to attend evening meetings and support Council events
* A full UK driving licence and access to a vehicle
A background in local government, project management, or relevant professional qualifications (e.g., NEBOSH, facilities management, CiLCA) would be an advantage, but not essential.
