Details of Business Directorate Training Management Group (TMG) is the People & Training sub-directorate responsible for the management of Individual Training across the Royal Navy and Royal Marines. TMG is also responsible for the effective running of the Selborne Contract, under which Team Fisher delivers most courses. TMG is led by a 1* and made up of Regular and Reserve RN, RM and Civil Service personnel. We work alongside our Team Fisher colleagues (mainly Capita and Raytheon) on the same floor plate in West Battery at HMS EXCELLENT. You will need to forge strong working relationships with the various Training Requirements Authorities, Role Analysis team and Professions Managers as part of your remit. The shared vision is ‘Better trained warfighters to the frontline, faster’ which requires high levels of collaboration among all parties. Job Purpose - background and context You will join a dynamic group of Analysts employed by TMG in the Training Governance, Assurance, and Analytics (TGAA) team. TGAA is made up of Regular and Reserve RN and RM personnel, all of whom bring valuable service experience. The team is managed by an RN SO2. This team predominately conducts External Validation (ExVal) projects but also conducts wider evaluation activity as required. Analysts also handle the daily flow of ‘unsolicited’ feedback submitted to the Training Feedback App (TFA) on SCIO. All activity is supported by robust SOPs which are continuously optimised as the approach evolves to keep pace with the demands of modern training and changing operational context. This is underpinned by the Royal Navy’s Individual Training Evaluation Strategy (EStrat), which is owned by TGAA and found within Annex 95F to BR3(1). By working collaboratively with stakeholders, particularly the Training Requirements Authority (TRA) and Team Fisher, TGAA acts as a key intermediary to drive rapid continuous improvement of our training to support the Royal Navy to Lead, Fight and Win. General Tasks Evaluate Individual Training against the core question of the extent to which it prepares personnel for their specified Role. Integrate and analyse multiple data sources to triangulate findings, including InVal outputs, Team Fisher KPI data, TFA submissions, surveys and focus groups. Develop, articulate and track evidence-based recommendations to address identified issues and improve training effectiveness. Maintain robust information management practices and uphold data integrity in accordance with local SOPs. Develop and sustain an effective stakeholder network, including maintaining accurate and current stakeholder records. Prepare for, contribute to and attend meetings, both in-person and virtual, as required to support evaluation activity. Support ExVal prioritisation activity in line with team direction and evolving operational requirements. Plan and conduct visits to RN units, ships and establishments to enable workplace evidence gathering and strengthen stakeholder engagement. Undertake additional duties as directed by Line Management in support of team outputs. Join the HMS EXCELLENT Duty Roster as required by the establishment Executive. Working Routine This is not a virtual-only position, but high levels of flexibility are possible for working routine. While most of the team work in-person at least three days a week, other routines could be negotiated, such as attending in-person 1 week in 4. Specific Responsibility Percentage Plan, conduct and communicate External Validation (or broader Training Evaluation) projects for Individual Training in accordance with the EStrat (BRd 3(1) Ch95 Annex 95F), JSP 822 and local SOPs. This includes thorough stakeholder engagement and maintenance. 75% Manage Training Feedback App submissions on SCIO in accordance with local SOPs. 10% Provide consultancy and insight for stakeholders at meetings/briefs as a Training Evaluation SME. 5% Participate in CPD, team development activities and SOP refinement efforts as directed. 5% Undertake Duties at HMS EXCELLENT as required by the establishment Executive. 5% AUTHORITY To deliver against these responsibilities, the role holder is authorised to liaise directly with any service person, department/establishment, contractor or external agency as required. There is no line management responsibility associated with this role. SUCCESS PROFILES Knowledge and experience: a) Knowledge of JSP 822 Defence Direction and Guidance for Training and Education and BRd 3 Naval Personnel Management (essential). b) Experience of developing and maintaining constructive working relationships with internal and external stakeholders (essential). c) Experience of managing and conducting projects or investigations in a Defence environment (desirable). d) Experience of training and/or education delivery or assurance in a RN or professional environment (desirable). e) Knowledge of good practice theories, tools and methodologies relating to effective training provision in a military context (desirable). LEARNING & DEVELOPMENT The post holder will be required to undertake all MOD and RN Mandatory Training as required by the role and by Defence policy. The post holder will be required to maintain the currency of their knowledge and skills relating to training policy, standards, theories and methodologies through ongoing CPD.
