Offer description

We are seeking a dedicated and experienced Quality and Contracts Manager to lead a team responsible for ensuring that commissioned care and support providers deliver high-quality, value-for-money services.

Our new Commissioning and Procurement Hub ensures collaboration with our clients to develop and execute a procurement strategy to achieve their defined success criteria. We bring together experiences and lessons learned to ensure the most effective approach. Our new Commissioning and Procurement Hub supports all stages of the commercial lifecycle, complementing client teams to maximise value.

About us

Buckinghamshire Council is a relatively new organisation that combines the strengths and expertise of the previous five councils in the county to create positive change for local people, communities, and businesses. We are firmly focused on the future and have made a clear commitment to serve residents better and to provide stronger representation for Buckinghamshire, both locally and nationally.

About the role

This role involves managing contract management, quality improvement activities, and compliance with various regulations.

Some of the key responsibilities include:

* Lead a team of Quality Officers to ensure effective quality, value, and performance across commissioned care and support providers.
* Manage a team of staff in a high-pressure and fast-paced environment, including ensuring that staff are supported, and work is prioritised in line with risk.
* Develop and maintain frameworks, processes, and guidance for effective contract and quality functions.
* Support or lead complex quality and contract management visits, especially where there are significant quality concerns.
* Provide advice on managing contractual and provider issues or escalating risks.
* Contribute to internal and partnership quality surveillance meetings.
* Work collaboratively with providers and system partners to maintain local support information.
* Engage with service users, carers, and families to review and improve service provision.

Any-Desk:

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

The successful candidate will work closely with providers, commissioning teams, health and social care professionals, and organisations such as the Care Quality Commission. In addition, you will need to have experience in the following areas:

* Substantial experience in a senior role within the service area or related professional field.
* Significant experience in supplier relationship management and commissioning or quality-related roles.
* Strong knowledge of the health and social care system, including relevant legislation and regulations.
* Proven ability to build relationships and influence stakeholders in complex situations.
* Experience in strategy and market development, risk management, and budget/resource management.
* Excellent communication, interpersonal, and influencing skills.

Please refer to the job summary attached for full details about this role.

A full driving licence is required to be able to carry out the role.

This post is covered by the Rehabilitation of Offenders Act 1974 and therefore applicants are required to declare:

* All unspent cautions and/or unspent convictions

We reserve the right to close the vacancy once we have received sufficient applications, so please be advised to submit your application as early as possible.

Buckinghamshire Council is committed to safeguarding and promoting the welfare of children, young people and adults at risk.
