Job Description
England is reforming agricultural policy and spending through Environmental Land Management (ELM) schemes, moving from the CAP to ELM. ELM schemes incentivise farmers and land managers to deliver water, soil and biodiversity outcomes alongside food production, with public money supporting this work. You will work with Defra and delivery partner colleagues to improve services to farmers and influence the design and delivery of incentives within the wider response to government reviews. The role aims to support the EA2030 strategy and targets for water, the environment and climate, and to deliver greater growth and nature recovery through regulation.
The Environment Agency ELM team seeks dynamic, strategic thinkers to shape the future of ELM, in particular the delivery of Countryside Stewardship Higher Tier (CSHT).
You will deliver key CSHT products for the Farming and Countryside Programme and contribute to continuous improvement of the scheme through its design and delivery. You will provide advice in meetings, manage commissions, oversee programme milestones, and identify risks and resource requirements. The role involves working with senior leaders across multiple teams and organisations to articulate a scheme that supports outcomes.
The team sits within the Nature & Place Directorate, part of the National Agriculture and Land Team, in an agile, fast-paced and collaborative environment. We are committed to a diverse, inclusive culture and to reducing travel through smart working tools.
Experience / Skills Required
The role represents EA expertise to Defra, delivery bodies and the agriculture sector to ensure consistency and effective collaboration. Essential experience includes working in Agriculture with Defra and other statutory bodies, strong political awareness, excellent communication and networking skills, understanding environmental sensitivities during sector reform, and experience interpreting and evaluating evidence to propose risk-based, effective solutions. You should be able to prioritise and deliver complex work, be a self-starter who develops ideas and progresses them forward.

Additional Information
You’ll have an incident management objective in your development plan. Appropriate training will be given. The role is national with a flexible/hybrid working location in England; some travel/overnights will be required. The EA uses smart tools to stay connected and reduce travel.
