The Local Digital team sits within the Ministry of Housing, Communities and Local Government (MHCLG) and supports councils across England to deliver more secure, user-centred, cost-effective local public services through open, collaborative and reusable work. The English Devolution White Paper (published on 16 December 2024) set out the government’s vision for simpler local government structures. In February 2025 an invitation was issued to all councils in two-tier areas and small neighbouring unitary authorities to develop proposals for unitary local government. These will bring together lower and upper tier local government services in new unitary councils to deliver Local Government Reorganisation (LGR). As a Senior Community Manager you will be responsible for developing and owning a shared engagement strategy around Local Digital’s work to support councils from a cyber, digital and data perspective through the process of reorganising and setting them up for success as a unitary council. The strategy should have collaboration and co-design with the sector and partners at its heart. Job Description As the Senior Community Manager you will: Provide leadership and guidance in developing, shaping and implementing a shared engagement strategy for the Local Digital LGR work. Act as the team’s representative at various networks and events, including with senior stakeholders. Lead in championing the aims and ambitions of the whole Local Digital programme across the stakeholder community. Identify and pursue collaborative opportunities with key stakeholders across Government and the sector Collaborate with partners, communications teams, and service teams to elevate the profile of our any initiatives and encourage councils to utilise available services and support. Support the Service Owner, to assess and identify any gaps to shape the strategic direction and continuous improvement of the programme through engagement with the sector. Support the coordination of user research activities across the team Person specification As The Senior Community Manager, You’ll Have Experience working with local government or wider public sector, particularly from a transformation, digital and cyber security perspective Experience working with senior stakeholders to communicate the value of a service. An ability to respond to challenges and push-back from these audiences. An ability to translate complex and technical concepts to non-technical stakeholders to communicate the purpose of a programme.
