The Role:
The Fleet Operations Manager (m/f/d) DACH, Turkey – is part of a global team with oversight of the company’s company car program, an enabler to the BMS commercial organization and key benefit to eligible BMS employees.
The Fleet Operations Manager (m/f/d) DACH, Turkey is responsible for the management of Fleet Operations and all activities regarding company cars in Germany, Austria, Switzerland and Turkey.
She/He/They will also be responsible for all the reporting and analytics on fleet, identify potential cost reduction opportunities, process improvements, project management and will coordinate and manage external suppliers in the daily operational activities.
The role will involve close coordination with Fleet global category leaders and key program partners across BMS (Finance, HR, Safety, Sustainability).
This role will report directly to the Senior Manager Fleet Operations EMEA.
This position has a strong emphasis on analytics and operational excellence.
Key Responsibilities:
1. Contributing to company initiatives: cost reduction initiatives, EV by 2040, eligibility /policy guidelines.
2. Writes and reviews local policies, identifies opportunities for process improvements and simplification based on needs, feedback from the markets, analytics and trends, BMS goals.
3. Examines external market trends for new opportunities and leads the integration of any new fleet suppliers, working closely with Global Procurement Operations Team and Legal.
4. Reviews suppliers’ contracts from a business perspective and coordinates the negotiation for better operational support.
5. Collaborate with cross-functional teams to ensure data consistency and resolve discrepancies.
6. Handles the invoices paying process for all Fleet vendors. This includes creating POs, checking and correcting any billing issues by working with outside 3rd parties, Finance, and 3rd party vendors to ensure timely and accurate invoice processing.
7. Builds the Car List to meet employees’ needs, safety and environment goals, and budget requirements. Makes sure that the Car List is aligned with external benchmark to maintain BMS attractive in the external market and for internal employees.
8. Identifies potential opportunities for cost reduction and savings, creates business cases for relevant stakeholders in order to implement new and more efficient internal procedures.
9. Leads key projects related to new environment requirements, including procedure implementation and change management processes.
10. Supports relevant stakeholders on initiatives that support BMS goals and objectives
11. Assists in development and maintenance of global departmental scorecards and KPIs.
12. Submits annual Fleet budget forecasts and quarterly budget projections.
13. Produces Fleet reporting and supporting documentation to HR, Total Reward, Finance, Procurement, Sales, and upper management as needed, while exercising discretion and judgment.
14. Creates and runs various weekly and monthly management reports and ad-hoc queries for relevant stakeholders (PS, EHS, Finance Accounting team, etc).
15. Performs quarterly and annual business reviews of Fleet Providers, including but not limited to vehicle maintenance, insurance management, miscellaneous services, leasing costs, interest and depreciation rates.
16. Provides support to the drivers on local law and taxations requirements on topics related to company cars.
17. First contact with internal stakeholders (General Management / HR / Total Reward / Finance / Procurement / Legal / EHS / Public Affairs….) for all questions regarding car fleet management.
18. Work Councils: Maintaining a good relationship with work councils is essential. Fleet Manager act as a liaison, ensuring that fleet operations align with employee interests and regulatory requirements according to Company Fleet strategy. This helps in fostering a collaborative environment, addressing employee concerns, and implementing changes smoothly.
19. Manages and coordinates external suppliers/partners activity to ensure that BMS employees and vehicles receive adequate support daily.
20. Acts as an escalation point for the Fleet Management Company and/or Lessor selected for day-to-day operational Fleet questions.
21. Manages the fleet inbox – day to day management of BMS vehicles.
22. Partner with category leads to identify and implement best practices for category management, such as mobility solutions and automated toll tags.
23. Address feedback from internal users/customers to continually improve processes.
24. Evaluates and makes decisions on maintenance and accident repairs that are outside standard parameters, which requires independent judgment be exercised
25. Facilitates the annual issuance of insurance cards
26. Checks drivers’ behaviors according to local policies, and reports violations to the relevant stakeholders (Managers, HR, etc.)
27. Coordinates car operations for new hires, terminations, and transfers
28. Works closely with EHS on Safety Driving training program and the medical exception requests
29. Manages and coordinates external vendors in operational activities connected to Fine Management, Tolls and Parking, movements of cars, pool cars reassignment, car contract terms readjustments, accident management and reporting.
30. Examines external market mobility trends, employees’ need for mobility (especially in the home-office journey), local governments proposals and attraction and retention policies opportunities for BMS.
31. Work closely with relevant stakeholders (Total Reward / Compensation and benefits, HR, Finance…) in order to lead the implementation of new local projects related to employees’ mobility.
32. Submit any local law requirements to the relevant entities.
33. Analyze market trends, supplier performance, and cost-saving opportunities.
34. Participate in certain supplier management activities involving key preferred suppliers, developing/assessing metrics for supplier performance.
35. Analyze contracts to generate insights for leadership, empowering Supplier Relationship management efforts with preferred global suppliers.
36. For escalated issues (e.g., with respect to quality/performance), support category leads with the analytics required to solve root cause issues.
Qualifications & Experience:
37. Educational degree: Bachelor of Science/Bachelor of Arts
38. Fluent in German and English
39. Minimum of 5 years of relevant business experience
40. Minimum of 2-4 years of multi-disciplined Fleet experience, or related category domain experience or relevant experience (e.g. Procurement / Finance / HR)
41. Proven experience creating spend analysis reports, leveraging industry standard data analytical & visualization tools
42. Experience with working in an enabling services role, preferably in a global context
43. Experience working cross-functionally and interfacing across multiple levels of an organization
44. Procurement process knowledge, contract management, financial analysis, market analysis, supplier analysis, supplier diversity, supplier management, technology utilization, strategic planning and integrated supply chain experience
45. Educational degree: Master of Science/Master of Arts
46. Professional certifications (e.g. CPM, CPIM).
47. 1-2 years Pharmaceutical Fleet / Procurement experience
48. Membership in Professional Associations, e.g. ISM
49. Fleet (and/or Travel and Meetings) Category expertise
