About The Role
This is an exciting opportunity to join Hounslow’s Trading Standards Service as our Tobacco Control Engagement & Compliance Officer. In this role you will lead and support the delivery of the borough’s tobacco control strategy, helping protect public health, reduce smoking prevalence, and tackle the harms caused by illicit tobacco, vapes, and shisha products.
You will combine intelligence-led enforcement with proactive community engagement, empowering residents, local businesses, and partners to play an active role in reducing access to harmful tobacco products. The role includes conducting investigations, advising retailers, supporting underage sales compliance work, promoting smoking cessation pathways, and working closely with Public Health to target interventions towards at-risk groups.
This is a highly influential role with borough-wide impact. You will shape our approach to tackling illicit tobacco markets, drive behaviour change through education and outreach, and contribute directly to improving the health and wellbeing of Hounslow residents.
About The Team You’ll Be Working In
You will be joining the Regulatory Services – Trading Standards team, part of Hounslow’s wider Environment & Transport directorate. The team works across a diverse regulatory landscape, protecting residents and supporting businesses through a mixture of enforcement, education, intelligence gathering, and strategic partnership work.
As part of this team, you will collaborate closely with Public Health, Licensing, Safer Communities, the Local Stop Smoking Service, Metropolitan Police, HMRC, and the Hounslow Tobacco Control Alliance. These partnerships are essential in reducing the supply of illicit tobacco, tackling underage sales, and improving access to smoking cessation support.
The role reports to the Trading Standards Manager and plays a key part in the delivery of borough-wide tobacco control initiatives, strategic planning, and project delivery. You will also represent Hounslow at local and regional forums on tobacco control matters.
About You
* You have strong knowledge of tobacco control legislation, including enforcement frameworks such as PACE, RIPA, CPIA, and age-restricted sales requirements.
* You bring experience in regulatory, investigative, or enforcement environments, ideally within Trading Standards or similar settings.
* You thrive in roles that combine community engagement, partner collaboration, and public-facing education, and can confidently communicate with diverse groups.
* You can analyse intelligence and public health data to drive targeted interventions and make well-informed operational decisions.
* You’re passionate about improving public health outcomes, reducing harm, and protecting young people from illicit tobacco and vape products.
* You’re comfortable working independently, taking initiative, and acting as a subject matter expert when representing the service externally.
* Enhanced DBS check is required.
