We are looking for 3 Senior Planning Managers to join the Development Management Team. This role will be an essential part of Active Travel England (ATE), driving forward the assessment of planning applications and producing high-quality outputs which are consistent with ATE’s spatial planning priorities.
Job Description

ATE is helping to deliver the Government’s ambitious vision for half of all journeys in England’s towns and cities to be walked, wheeled or cycled by 2030. Joining the team now represents a genuine opportunity to shape planning decisions and policy at a time when other wider considerations like health, decarbonisation and economic growth are central government priorities.
Role
One of the core functions of ATE is its role in the spatial planning system. The Planning & Development team has two functions:
* The Development Management Team: responsible for discharging ATE’s responsibilities as a statutory consultee for new development proposals as prescribed in the Town and Country Planning (Development Management Procedure) (England) Order 2015 (as amended), with an aim that this role extends into plan-making; and
* The Planning & Placemaking Strategy Team: responsible for driving ATE’s spatial planning agenda forwards, scoping out opportunities for influence and developing planning guidance that will allow ATE to shape planning outcomes.
We’re seeking a highly motivated, organised and strategic self-starter, who is enthusiastic to be a part of ATE as it transitions from a new organisation to one that is a credible part of the spatial planning context.
You will need a good understanding of planning for active travel, with experience of working in a position in either the private, public or voluntary sector that requires sound knowledge of sustainable transport policy and practice. You will also need strong communication and stakeholder engagement skills.
Responsibilities
Your responsibilities will include but will not be limited to:
* Supporting ATE in delivering its spatial planning priorities through its development management function.
* Providing appropriate advice to the wider ATE spatial planning team, other teams within ATE, Local Planning Authorities, developers, agents and other persons and bodies as appropriate in connection with development proposals and related matters in writing, by telephone/online meetings or in person.
* Processing and formulating recommendations on planning applications that are submitted to ATE, including the preparation of reports for senior decision-makers.
* Appropriately inputting into the formulation of planning guidance and ATE’s spatial planning future strategy. Inputting as appropriate into ATE’s learning, development and capacity building function for Local Authorities, including leading sessions as and when appropriate.

You Will Be
* Clear and concise written and spoken communication skills, with an ability to present written information in a structured and balanced way appropriate to the needs of the reader.
* Highly motivated and proactive.
* A good team worker, demonstrating loyalty and commitment to the organisation and team members.
* If you do not already hold a RTPI or CIHT membership, you will have the opportunity to work towards this once in role, but you must be eligible for membership through relevant qualification and work experience.
Additional Information
A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.
Memberships
If you do not already hold a RTPI or CIHT membership, you will have the opportunity to work towards this once in role, but you must be eligible for membership through relevant qualification and work experience.
