Job Introduction
We are a collaborative, energetic, and fast‑paced team within the Place Shaping Service, responsible for developing and implementing the transport strategy and policies of Oxfordshire County Council. Every day presents distinctive challenges as well as valuable opportunities.
Our work encompasses close partnerships with stakeholders through collaboration, engagement, and co‑production to achieve meaningful change, promote joint initiatives, and encourage innovative thinking to enhance the quality of life for those who live, work, and visit Oxfordshire. Place Shaping represents a progressive approach for the County Council.
About The Role
This senior position is part of the Transport Strategy and Policy team. You will oversee the Local Transport Connectivity Plan (LTCP) and Monitoring programme, serving as the primary point of contact for this work stream and reporting directly to senior management. The role is highly significant – you will deliver an annual monitoring report to members.
You will work closely with the Integrated Transport Programme Lead on governance management, critical thinking, and the delivery of the LTCP objectives. You are expected to contribute to the development of a Bus Strategy by Autumn and to act as deputy for the Transport Strategy and Policy Lead, proactively leading team meetings, facilitating discussions, and providing supervision to junior members.
We operate under a hybrid model, with an anticipated in‑office presence of two days per week, flexible to business needs. A monthly in‑person team meeting on Tuesdays and approximately one site visit per month are required.
About You
The ideal candidate has at least five years of relevant experience in transport planning policy and the ability to present complex data effectively to a non‑specialist audience. Familiarity with Power BI is advantageous but not required.
We seek a proactive, detail‑oriented professional with strong organisational skills, a motivation to effect change, and an innovative mindset that challenges conventional approaches. You should be comfortable working in a high‑pressure environment and willing to take on a leadership role within the team.
