Secondment for 12 months due to funding.
The post holder is a member of the Primary Care Management Team combining key functions of primary care service delivery and
planning to support the Service Group in the delivery of its objectives, together with a business support function to co-ordinate the
work of the Senior Management Team. The post holder is responsible for leading the planning and development functions, collaborating
with other members of the Primary Care Team and Lead on the management of primary care contracts for the Head of Service and supporting the delivery of a wide ranging programme of primary care service improvement and innovation, including development of new models of care. The post holder may also be required to hold lead roles for specific functions on a service group wide basis, to ensure sufficient critical mass and expertise.
Main duties of the job
• Be responsible for supporting the Head of Service in the development of long term operational, service plans working closely with
the Finance and Business Support Manager to ensure the alignment of service and financial plans across all service areas.
• Lead, co-ordinate and develop the Primary Care Management Team’s engagement and participation in partnership arrangements,
including the development of statutory plans as required. The post holder will be accountable to the Service Group Management
Board via the Head of Service for ensuring the direct delivery of high quality, safe and effective primary care services within the
Service Group, collaborating with the Lead clinicians, as appropriate.
• Lead on the management of primary care contracts for the Head of Service and supporting the delivery of a wide ranging
programme of primary care service improvement and innovation, including development of new models of care. The post holder
may also be required to hold lead roles for specific functions on a service group wide basis, to ensure sufficient critical mass and
expertise. These will be determined in discussion with the Head of Primary Care.
• Provide leadership and professional management for the teams within the area of responsibility to ensure that the service group is
well placed to deliver this agenda. The post holder will be required to interpret local and national policies in support of the Head of
Primary Care.

Qualifications and Knowledge
Essential criteria
1. Educated to Degree level or equivalent experience. Masters management training/qualifications or equivalent experience
2. Evidence of ongoing development and education Excellent technical knowledge of primary care contracts and policy frameworks Sound knowledge of governance systems and frameworks.
3. Understanding of the key strategic challenges facing the NHS Good general knowledge of the local and national political environment and the associated constraints.
4. Planning and strategy development processes. Good IT Skills and knowledge of Microsoft Packages.
Desirable criteria
5. Specific polices for unscheduled care, older people, chronic conditions
Experience
Essential criteria
6. Demonstrable management experience in contract management. Clear experience of personally leading complex change and improvement programmes.
7. Experience of working effectively as part of a multi professional team to improve services.
8. Experience of working across organisational boundaries to deliver improvements. Good track record of establishing, managing and empowering teams.
9. Experience of interpreting policy developments & implementation. Good track record in effective financial planning, management and delivery of targets
Desirable criteria
10. Experience in commissioning primary care services.
11. Experience of management in a secondary are setting.
12. Clear experience of conflict resolution.

14. Excellent presentational and communication skills, both written and oral. Excellent negotiation and facilitation skills. Strong analytical skills and ability to interpret complex information and simplify problems. Proven ability to meet deadlines and work under pressure including ability to multitask across a range of high profile and contentious work areas.
15. Ability to work under own initiative, self-motivated with a “can do” attitude. Patient focused with an understanding of the specific challenges facing primary care services Able to quickly assimilate highly complex information with the ability to prioritise, make judgments and problem solve without detailed preparation.

16. Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh.
17. Public engagement public speaking Project and programme management.
