This role is part of our government-funded Winter Pressures Grant and will be a 1-year fixed-term contract until April 2026. The successful candidate will provide frontline support, advice, and assistance within Norwich City Council’s busy Housing Options Team.
Job Description
We are seeking a compassionate and proactive individual to join our team as a Housing Assessment Officer, supporting ex-offenders who are homeless or at risk of homelessness. Funded by the government’s Winter Pressures Grant, this 1-year fixed-term role aims to reduce housing-related pressures in the city and ensure that individuals leaving the criminal justice system receive the necessary support to achieve stable accommodation.
Working within Norwich City Council’s Housing Options team, you will be the first point of contact for ex-offenders seeking help. You will carry out comprehensive housing assessments, offer practical advice and support, and assist individuals in navigating the homelessness system. Your work will be crucial in preventing repeat homelessness and supporting clients to build more stable futures.
Responsibilities
1. This role will primarily focus on ex-offenders who are currently homeless or about to become homeless.
2. Conduct housing assessments for ex-offenders presenting as homeless, ensuring compliance with Part VII of the Housing Act 1996 (as amended in 2002). Provide tailored housing solutions and advice based on individual circumstances.
3. Review policies and procedures to ensure effective, efficient, and collaborative interventions with organizations such as HMP Norwich, Probation, and VCSEs.
4. Offer practical support, signposting, and establish links to other vital services.
5. Promote joint working practices to secure positive housing outcomes for ex-offender clients.
6. Monitor case progress and outcomes, providing reports on service delivery, trends, and challenges. Ensure all data is accurately recorded in line with the council’s performance monitoring and reporting requirements.
7. Carry out risk assessments and safeguarding actions in accordance with relevant legislation.
8. Develop individual action plans that address clients' complex needs, promoting self-sufficiency and long-term housing stability.
Skills Required
1. Experience working with vulnerable or disadvantaged individuals, ideally in rough sleeping or homelessness services.
2. Understanding of issues faced by ex-offenders who are rough sleeping or at risk of homelessness.
3. Knowledge of housing law, including the Housing Act and Homelessness Reduction Act, and the local housing system.
4. Excellent communication and interpersonal skills to engage and build trust with clients in sensitive situations.
5. Strong problem-solving skills and a flexible, creative approach to client work.
6. Ability to work under pressure and handle difficult situations calmly and effectively.
7. Experience working with multi-agency teams and coordinating services to meet client needs.
