About the role
Binnies UK, part of the RSK Group, is seeking an experienced Senior Civil Estimator to strengthen and develop our Estimating function in line with anticipated growth across the Delivery P&L and workload.
The role will primarily support framework opportunities with Dŵr Cymru Welsh Water (DCWW), United Utilities, and Southern Water, delivering Design & Build and Asset Health projects, alongside future Design & Build opportunities within the Industrial Water sector.
This is a predominantly remote role, although regular site visits will be beneficial. The position will play a key role in building long-term resilience and capability within the Estimating department.
As a Senior Civil Estimator, you will combine strong technical and commercial expertise, contributing to the development of project scope, programme, and cost solutions that are both sustainable and affordable for our clients.
Key responsibilities
1. Develop and produce discipline-specific estimates, including quantitative take-offs and Bills of Quantities (BOQs)
2. Contribute to and challenge project solutions to enable robust and accurate estimates
3. Coordinate with estimating disciplines and engineering/technical specialists
4. Prepare and issue supply chain enquiries; adjudicate returns and prepare bid comparisons and recommendations
5. Produce estimate summaries and submission documentation for reviews, assurance, and client submissions
6. Support the handover of estimating data to delivery teams
7. Build and maintain effective relationships with clients and key supply chain partners
8. Communicate effectively with commercial, procurement, engineering, and construction teams
9. Identify, manage, and input into risk and opportunity assessments
10. Maintain awareness of current health, safety, and environmental requirements
11. Capture lessons learned and incorporate feedback into future estimates and cost data
12. Support continuous improvement initiatives, improving data quality, processes, and efficiencies
13. Maintain cost databases, rate libraries, cost curves, and cost models
About you
You will be an experienced estimator who plays a critical role in the pre-construction and tendering process, able to interpret, interrogate, and influence both design and construction solutions while developing accurate and commercially sound cost estimates.
Skills and experience:
14. Proven experience in civil works estimating, using computerised analytical estimating systems (ideally CCS Candy)
15. Ability to undertake first-principles measurement and cost estimation
16. Experience estimating across all stages of the project lifecycle, from early budgets to detailed tender estimates
17. Strong understanding of design, construction methodology, and buildability
18. Experience applying opportunity and risk management techniques within estimates
19. Water industry experience desirable but not essential
20. Strong written and verbal communication skills
21. Well organised, disciplined, and able to meet demanding deadlines
22. Strong commercial awareness and a collaborative team-based approach
