About the Roles
The London Borough of Enfield (LBE) is seeking to appoint two visionary and technically skilled Consultants in Public Health to join our dedicated team. Reporting directly to the Director of Public Health, they will play a pivotal role in driving population health transformation and tackling health inequalities for residents of the borough. Enfield’s Public Health team is the lead agency for local health improvement, working closely with partners such as the North Middlesex University Hospital, the Royal Free, and the Enfield Health and Wellbeing Board to deliver evidence‑based strategies that address the broad determinants of health.
Main Duties of the Job
* Strategic Leadership: Provide specialist public health advice to the Council, NHS partners, and the Integrated Care System (ICS) to ensure evidence‑led commissioning and policy development.
* Health Intelligence: Lead on gathering and interpreting complex health data to assess population needs and evaluate the impact of local interventions.
* Health Improvement & Protection: Oversee a diverse portfolio that may include health protection, chronic disease prevention, or tackling health inequalities in underserved communities.
* Collaborative Working: Build strong relationships with senior clinicians, managers, and elected members to advocate for "health in all policies".
* Change Agent: Manage complex projects and budgets to deliver high‑quality, cost‑effective services that improve long‑term health outcomes.
Salary, Location & Contract
Salary: Grade HOS3 (£86,100 – £104,097)
Location: Enfield, London (mixed hybrid / in‑person working with office base at the Civic Centre)
Contract Type: Permanent, Full‑time (flexible working options available)
Eligibility for Application
* In line with legislation, inclusion in the GMC Full and Specialist Register with a licence to practice, GDC Specialist List, or inclusion in the UK Public Health Register (UKPHR) for Public Health Specialists at the point of application.
* If listed in the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/dental public health, candidates must have equivalent training and/or appropriate experience of public health practice.
* Public health speciality registrar applicants who are currently on the UK public health training programme and not yet on either the GMC, GDC or UKPHR specialist register must provide verifiable signed documentary evidence that they are within 6 months of gaining entry to a register at the date of interview.
* UK‑trained public health applicants must also be a holder of a Certificate of Completion of Training (CCT), or be within six months of award of CCT by date of interview. Non‑UK‑trained applicants must provide evidence of equivalence to the UK CCT.
Education
A Master's in Public Health or equivalent is desirable, alongside a CCT or equivalent evidence for non‑UK‑trained applicants.

Qualifications

* Equivalent training or appropriate experience of public health practice if registered in a different specialty.
* Verifiable evidence of being within 6 months of gaining entry to a register for public health speciality registrar applicants.
* Holder of a CCT or within six months of award of CCT; equivalence evidence for non‑UK‑trained applicants.
Experience
* Delivery of successful change‑management programmes across organisational boundaries.
* Media experience demonstrating delivery of effective health behaviour or health promotion messages.
* Experience of using complex information to explain public health issues to a range of audiences.
Knowledge
* In‑depth understanding of the health and care system and relationships with both local and national government.
* In‑depth knowledge of methods of developing clinical quality assurance, quality improvement, evaluations and evidence‑based public health practice.
* Strong and demonstrable understanding of interfaces between health, social care and key partners (dealing with wider determinants of health).
* Understanding of the public sector duty and the inequality duty and their application to public health practice.
