The Opportunity
Amey have successfully secured an opportunity to support the Ministry of Works (MoW) within the Government of The Bahamas to develop their infrastructure and asset management capability. The MoW recognises the unique capability within Amey and the benefits we can bring to help them overcome some of their significant infrastructure challenges.
A major part of our commission is to provide Client-side support in the contract management and administration for a series of significant infrastructure contracts.
The first of these infrastructure projects is the replacement of the Glass Window Bridge on the Island of Eleuthera. It is currently anticipated that there will be other similar opportunities working on other infrastructure projects for the MoW in The Bahamas.
The Role
As the Principal Commercial Manager for this opportunity, you will be acting in a client-side capacity and supporting the appointed NEC Project Manager and you will be based in The Bahamas, either in Nassau and on Eleuthera, for the duration of the project.
The role involves administering the contract and providing advice and guidance on NEC ECC processes.
You will be managing contractor performance and ensuring that the Client's interests are represented effectively.
You will assist the Project Manager in the identification, allocation and management of project risks and opportunities and taking effective mitigation measures to reduce risk.
You will manage allocated contracts under the NEC4 suite and ensure that projects are delivered according to agreed outcomes, on time, within budget and to a high quality.
Specific responsibilities will include:
* Driving compliance and contractual performance and managing the administration of contracts of varying values and complexity, the first being the Glass Window Bridge replacement under an NEC4 ECC (Option A) contract
* Providing advice to the NEC Project Manager and the Client on commercial matters, as required
* Performing periodic cost reporting, including provision of Anticipated Final Cost, Actual Cost of Work Performed and Forecast to Completion
* Managing all contract communication including creating and distributing action lists, meeting minutes, Early Warnings, Project Managers Instructions and Compensation Events, and accepting/rejecting Contractors Notifications.
* Chairing of Early Warning / risk mitigation meetings
* Managing disputes/potential disputes through negotiation, collaborative working and escalation as required
* Administering Contractor payments, including the provision of corresponding interfaces with the Client-side finance team and other Government bodies as required, Lenders and underwriters
* Auditing Contractors' commercial and financial processes as required
* Supporting performance monitoring of the Contractor
* Reviewing the Contractor's programme
The role will also include:
* Providing excellent Client relationship management, liaising with the Client and other Government of The Bahamas representatives
* Reporting on overall contract performance both internally and externally (Client)
* Providing overall direction for your direct supports, including the support and development of any Client (MoW) staff allocated to the contracts in a commercial or contract administration role
* Identifying resource needs
* Co-ordinating work activities with all parties
* Promoting the Amey "Zero Harm" Safety Culture and support delivery of the account/ Business Target Zero Action Plans.
* Delivery and accountability for the commercial reporting requirements, accurate cost planning, financial control, CVR reporting, budgeting and WIP management, ensuring strong relationships with Finance and Operational functions
* Ensuring that all Contracts are fully executed and stored as required.
* Responsibility for the execution, management, extension and close of all contract Bond and PCG requirements
* Adherence to Client and company policies and processes
* Ensuring that all the supply chain is procured correctly and that any direct sub-contractors are well managed, in line with the required outcomes and fair payment requirements

* Undertaking people management duties including Performance Development Reviews for direct reports and provide year on year improvements in the competency strength and behavioural approach of the Commercial team through regular feedback and development of individuals and the collective team

Essentials and Desirables:
This position would suit an experienced Commercial Manager with a strong background in NEC Contract/ commercial administration, accustomed to working in fast-paced environments with multiple stakeholders and complex challenges.
The successful candidate will:
* Hold an appropriate professional qualification (quantity surveying, commercial or related profession, degree or master's degree)
* Have strong commercial and financial acumen
* NEC contract management experience and a working knowledge of NEC contracts, particularly ECC
* Experience in work on site and in the construction phases of contracts
* Experience in civil engineering infrastructure projects
* Have excellent Health & Safety awareness and ability to enforce safety policies and compliance in Commercial terms
* Have held previous project or commercial management positions
* Ideally but not essentially, will have overseas experience in these areas
* Effective communication and collaboration skills to work with various stakeholders
* Analytical and problem-solving skills and be able to identify and resolve issues
* Experience in Cost reporting – including production of cash flow forecasts, variance reporting and analysis. Practical experience with NEC contracts
* Have experience across a range of disciplines, contract/procurement
* Excellent written and oral communication
* Be able to foster and promote collaborative working relationships
Desirable:
* Background of working within a client-side environment
* Have experience using NEC Contract Management Tools such as CEMAR or FastDraft
* Hold formal NEC3 or NEC4 ECC PM accreditation
* Full Membership, or working towards full membership, of a relevant chartered body; MAPM, MCIWEM, MICE, MCIOB, MRICS, MCICES etc
* Have experience in developing packaging and procurement strategies for large, complex infrastructure projects
Status
This role is offered on an unaccompanied basis.
Length of employment
This role requires in country presence starting in early to mid-2026 through to early 2029, or beyond.
