The Organisational Development Learning and Inclusion (ODL&I) team is responsible for the Senedd's learning offering; designing and delivering in-house training solutions as well as sourcing appropriate external suppliers and ensuring the best use of organisational resources. The team focuses on building organisational capability through its learning and Organisational Development (OD) initiatives.
As the L&D Manager, you will be instrumental in achieving our ambitious People Strategy and will support the Senedd's ambition as a true learning organisation. You will utilise the Senedd's L&D Framework to prioritise essential learning and champion a culture of growth and continuous improvement. You will develop close partnerships with customers and stakeholders across the organisation, owning significant responsibility for shaping and delivering development initiatives.
The role reports to the Head of Organisational Development and Learning and is focused on consulting, designing, and delivering high-quality learning and organisational development initiatives. You will drive significant improvements to increase knowledge, skills, and performance across the Senedd, enabling staff to reach their full potential.
The Learning and Development Manager is responsible for creating and delivering bespoke training programmes designed with leadership, management, business, and personal progression in mind, aiming to build employee capability at all levels.
* Manage the Senedd's internal and external learning provision in alignment with the L&D Framework.
* Implement and manage a new Learning Management System for the organisation.
* Develop partnerships with Heads of Service and other stakeholders to identify staff development needs, succession planning, and career development.
* Develop annual training plans to meet organisational aims and build staff capability.
* Work with the Training Officer to develop the annual training calendar aligned with the L&D Framework.
* Design, develop, and deliver training programmes, pathways, and events to meet business needs.
* Arrange procurement exercises and learning frameworks to ensure effective resource use.
* Manage the L&D budgets in line with recommendations and procedures.
* Facilitate and contribute to organisational development initiatives.
* Manage and motivate a Training Officer and L&D Administrator to achieve team goals.

Minimum Requirements
1. Proven experience in reviewing organisational development initiatives and recommending improvements.
2. Experience in learning and development, capable of designing and delivering blended programmes including digital, ICT, and face-to-face methods.
3. Skilled in coaching and facilitation to achieve goals.
4. Ability to work with managers to identify learning needs and propose solutions.
5. Experience in budget management.
Desirable Criteria
1. Experience implementing a Learning Management System.
2. CIPD Level 7 Qualification or equivalent.
