Are you ready to play a leading role in shaping the future of council housing? We are looking for a Principal Asset Officer to join our Strategic Investment and Development team and help drive key investment and development priorities within the Council’s Housing Revenue Account (HRA).
This is a fantastic opportunity to influence how our housing stock is managed, improved and developed to meet the needs of current and future residents. Working closely with senior managers, you will help shape strategic investment decisions across existing homes and new development, ensuring they are evidence-based, compliant and deliver value for money.
You will bring together strategic planning, data insight and programme delivery to support major investment activity, improve housing asset performance and help shape future policy and strategy. From analysing stock condition data and forecasting investment needs to supporting long-term business planning, your work will directly influence how resources are used to achieve the best outcomes.
You will also contribute to key strategic documents, including the Housing Business Plan and Energy Strategy, and prepare high-quality reports and briefings for senior leaders and committees.
The Role
This is a varied and rewarding role for someone who enjoys combining analytical thinking with practical delivery. You will work across a range of priorities and alongside internal services, external partners and contractors to help turn strategic investment plans into successful outcomes.
You will support the management of budgets and commissioning arrangements, helping to ensure investment programmes are delivered efficiently, perform well and make a positive difference to residents and communities.
The Person
We are looking for a capable and motivated professional with experience in housing, asset management, development or construction. You will bring a mix of technical knowledge, strategic thinking and delivery skills, including:
* Experience in housing asset management, investment planning or construction and development
* Strong analytical and financial skills, including forecasting and lifecycle costing
* Excellent report writing, communication and presentation skills
* Experience of programme or project management, budget control and commissioning
* Knowledge of relevant legislation, policy and regulatory requirements
* The ability to interpret data and turn it into clear, evidence-based investment decisions
* Strong stakeholder management skills and the ability to influence at all levels
* Experience of leading staff and supporting senior managers in the delivery of council services
You will be confident managing complex projects with multiple workstreams, funding sources and delivery stages, and comfortable balancing priorities to keep programmes on track.
You will also have a good understanding of the RIBA stages of work, technical briefs, budget management, contractual documentation and corporate governance requirements.
Just as importantly, you will understand the legislative and policy framework for housing and property services and be able to turn complex information into sound, cost-effective decisions.
