Planned Building Surveyor

BCP Council are looking for a motivated and skilled Planned Building Surveyor to join the BCP Homes FM Team. This is an exciting role for someone with strong technical knowledge and experience in delivering planned and cyclical works across social housing. You will play a key part in ensuring our homes remain safe, compliant, and maintained to a high standard for our residents.


About The Role

As a Planned Building Surveyor, you will be responsible for the delivery of planned, cyclical, and refurbishment works across BCP Council’s Housing Revenue Account (HRA) stock. Working closely with external contractors, in‑house teams, and residents, you will ensure works are compliant, cost‑effective, and delivered to the expected quality and safety standards.

Your work will support the long‑term investment and sustainability of our housing assets, ensuring homes meet statutory requirements, industry best practice, and the needs of our communities.


Key Responsibilities

* Manage internal and external contractors delivering planned maintenance, cyclical programmes, and refurbishment projects, including site meetings, quality checks, and resident engagement.
* Carry out pre‑ and post‑inspections, diagnose defects, prepare budget estimates, and produce specifications, drawings, and tender documentation in line with legislation and good practice.
* Lead procurement activities, preparing tender documents and appointing contractors with appropriate skills, quality standards, and accreditations.
* Oversee the delivery and sign‑off of works, ensuring compliance with cost, quality, and programme expectations.
* Undertake building and technical system surveys to identify defects, inform improvement programmes, and support insurance claims or technical investigations.
* Provide full contract administration, including certification of works, payment verification, obligations monitoring, and adherence to council contracting procedures.
* Monitor performance indicators, with a particular focus on health and safety compliance.
* Engage with residents, external bodies, and stakeholders—attending resident meetings, events, and handling enquiries or non‑standard correspondence.
* Manage and submit necessary Building Control, Planning, or other statutory applications to ensure all works meet required legislative standards.
* Ensure accurate asset and property data is collected, recorded, and maintained for analysis, legal processes, and departmental reporting.

The successful candidate will work as part of a small team helping to deliver a wide range of planned and cyclical maintenance programmes across the housing portfolio. The work primarily focuses on the delivery of planned works, refurbishment projects, cyclical servicing contracts and supporting statutory and regulatory compliance.

Previous surveying experience is essential, along with strong proficiency in Microsoft programmes, particularly Word and Excel. A building‑surveying‑related qualification is desirable, though applicants with suitable demonstrable experience will also be considered.

You will be adaptable, have a positive approach to work, and possess the ability to manage your workload effectively with minimal supervision.
