Coventry and Warwickshire Partnership NHS Trust is looking for a highly capable Band 7 Procurement Manager to support the delivery of an extensive multi‑category workplan. The role requires a general procurement background, experience across a wide range of categories – including Digital, Corporate, Estates and Facilities – and the ability to run sourcing activities, negotiate with stakeholders and suppliers. Experience in a regulated environment and in Healthcare is important.
The role will support the Head of Contracting and Procurement to track savings and quality‑improvement benefits to NHS Trusts and deliver best value to the Trust.
The post holder will ensure that procurements are undertaken in line with legislation, best practice and the Trust’s own SFIs, securing best value for the public purse.
Flexibility is necessary to meet deadlines, which may require additional hours above the contracted level and working from home.
This is a hybrid post: the holder works primarily from home but is based at the Trust Headquarters and may be asked to attend meetings occasionally. Independent transport is required to attend meetings across the West Midlands.
Key Responsibilities
* Provide practical support to deliver the procurement workplan.
* Supervise and support Contracting and Procurement staff to deliver high‑quality commercial activity timely.
* Oversee all relevant allocated tenders, quotation processes and competitions to ensure best value for money in accordance with the Trust SFIs.
* Report activity and delivery of the work plan to the Head of Contracting and Procurement.
* Liaise directly with relevant stakeholders (internal and external) to deliver required workplans.
* Work in partnership with stakeholders to identify opportunities and requirements to produce and deliver the Trust CIP targets and Contracting and Procurement Workplan.
* Provide direct management and support for complex/high value and low value procurement exercises in line with legislation, commercial and contract law, environmental and sustainability requirements, Trust SFIs and governance mechanisms.
* Ensure the production of complete, accurate and relevant procurement documentation for all goods and services, incorporating lifetime costing methodologies, appropriate evaluation criteria and bidder evaluation questions.
* Produce regulatory‑compliant advertisements, tender and contract documentation.
* Support the development of relevant commercial strategies and appraisals, including advice on service re‑design and cost‑efficiency approaches, to provide future‑proofed and innovative procurement solutions and demonstrate best value for money.
* Manage and support tender adjudication meetings, acting as chairperson or mediator, to achieve a satisfactory and compliant outcome.
* Attend Trust sites as required to engage at all levels within the organisation and ensure Service Level Agreement requirements are met.
* Continuously improve the quality of service and raise the profile of the Procurement and Contracting Team.
* Provide advice to staff on contractual and commercial matters and specification development, and give training and guidance for stakeholders and potential bidders.
* Work closely with all stakeholders to ensure they produce complete, accurate and relevant specifications, evaluation models and associated documents.
* Identify and manage risk throughout the procurement process.
* Deliver commercial and contractual advice and guidance to clients for all goods and services, based on research of relevant markets and robust market engagement where appropriate.
* Contribute to the achievement of cost and quality improvements in a challenging environment through effective procurement and innovative tender evaluation methods.
* Provide advice and expertise in all aspects of procurement activity to stakeholder organisations, including providers and potential providers.
* Collaborate with colleagues to share good practice, ensure templates and governance reflect the latest thinking, and support the management of purchasing policies and procedures to align with procurement legislation, Financial Policy and governance arrangements.
