Job Description
The Environment Agency is the Competent Authority in England for the Stockholm Convention on Persistent Organic Pollutants (POPs). Our duties include ensuring POPs in waste are legally managed. We are seeking a technical leader with a regulatory background, especially in waste management, to lead the Environment Agency’s POPs compliance work and deliver our environmental objectives on POPs.
You will provide technical leadership, advise Government, engage with industry, and steer compliance activities. Excellent influencing and communication skills are essential. You will be supported by the Chemicals Programme and scientists in our Chemicals Assessment Unit, requiring familiarity with chemicals but not necessarily chemistry expertise.
You will design regulatory approaches based on extensive knowledge of waste streams, chemical waste characterization, and waste management techniques. Collaboration with EA experts in Waste and Resources teams will be key to ensure compliance with existing POPs restrictions and to implement new controls. You will lead evidence studies for chemicals in waste streams to support regulatory work.
This role involves acting as a technical lead on evidence studies, offering a challenging opportunity to enhance your profile and skills. Some travel, including international, and overnight stays will be required.

The Team
This position is within the Chemicals Regulatory Development team in the Chemicals Programme, Environment & Business Directorate. The team’s strength lies in collaboration across sectors such as waste, water, and product compliance.
Experience/Skills Required
Essential:
* Experience in the waste sector, preferably in a regulatory capacity.
* Exceptional engagement and influencing skills with stakeholders from private and public sectors.
* Experience working within large organizations or across organizations.
* Proven problem-solving skills using evidence to shape priorities.
Desirable:
* Familiarity with government processes at national or local levels.
* Experience managing projects and procurement (support provided).
