This is an exciting opportunity for an Education Welfare Officer to support the welfare and attendance of children and young people across [South, North] Wiltshire.


Main duties of the job

As an Education Welfare Officer, you will collaborate closely with Primary and Secondary schools, parents, and carers, building strong relationships and positively influence attendance outcomes. You will also engage with Academies who buy into the Education Welfare Service.

Responsibilities include fulfilling Local Authority statutory duties around attendance, such as court papers and representation, and provide individual support to children and young people through casework and assessments.

Candidates must possess direct experience in the Education Welfare Officer role, familiarity with statutory obligations, and adeptness in multi‑disciplinary settings.

Exceptional interpersonal skills, the capacity to manage complex workloads, generate quality reports and court documents, alongside proficient IT skills and data interpretation abilities, are vital.

Job responsibilities

To support in the implementation of Working Together to Improve School Attendance.

To contribute to raising pupil educational attainment by providing appropriate support and challenge to schools and parents/carers in order to ensure regular school attendance.

Assist in solving those problems which may affect a child's ability to benefit from educational opportunities available. Acting as a lead professional as appropriate.

Ensure that the LA properly discharges its statutory duties under the 1996 Education Act and subsequent Education, Child Care and Anti‑Social Behaviour Acts and regulations in relation to attendance and the Children and Young Persons Act 1933 in relation to child employment and performance licences.

To prepare, present and prosecute court proceedings.


Person Specification


Qualifications

* NVQ Level 4 National Occupational Standard (NDS-LDSS) or NVQ 4 in related work with children and families.
* Possession of a professional qualification in social work e.g., DIPSW or Social Work England.
* Possession of a professional qualification in Teaching or Certificate in Education Welfare Studies.


Experience

* Extended communication skills
* Literacy, numeracy

* Sensitivity and empathy
* Analytic ability
* Ability to develop good relationships
* Ability to use the statutory authority in relation to school attendance
* Knowledge of child employment and performance licensing law
* Good organisational and time management skills
* Able to prioritise caseload and workload
* Ability to chair meetings
* Interpretation of statutory guidance and policy
* Contribution to team developmentKnowledge of other agency thresholds of intervention, function and processes
* Use of methodologies and tools such as restorative justice
* Ongoing updating of knowledge of current legislation and statutory guidance
* Expert knowledge of DfE relevant legislation and guidance on exclusion procedures
* Detailed knowledge of Disability Discrimination Act, Code of Practice for Special Educational Needs, children's rights, race, religion etc. that may Impact on exclusion processes and the fallout thereof.
