Vice President, Value Management Office - Agile Program Management Office

Overview

Vocalink, a Mastercard company, powers the UK’s real-time payments, settlements, and direct debit systems, as well as a network of nearly 55,000 UK ATMs. We process over 90 percent of salaries, more than 70 percent of household bills, and almost all state benefits.

This is a senior leadership role, accountable for guiding Vocalink Limited through the evolving landscape of Lean Portfolio Management (LPM) and driving enterprise-wide adoption of Lean-Agile practices, in alignment with the Scaled Agile Framework for Enterprises (SAFe).

This senior role owns the strategy execution and governance of the Value Management Office and Agile Program Management Office and is accountable for ensuring that enterprise work is aligned to strategic priorities, optimized for flow, and governed with transparency and accountability.

This leader will act as a central catalyst for cultural and operational transformation, helping the organization shift from traditional project-based delivery to a modern, product-centric, value-driven model. The VP, VMO-APMO will help institutionalize best practices, promote standardization where valuable by championing Lean-Agile principles, operational excellence, and measurable business outcomes through collaboration across portfolio stakeholders, Agile Release Trains (ARTs), business units, and corporate governance functions.

Key Responsibilities

1. Strategic Alignment & Portfolio Management
* Drive alignment between enterprise strategy and the portfolio of investments.
* Lead enterprise-level portfolio planning, prioritization, and funding decisions.
* Ensure visibility and traceability of value streams and epics to strategic goals.
* Act as executive sponsor and champion for Lean Portfolio Management practices.
1. Leadership & Transformation
* Build and lead a high-performing Value Management Office (VMO) with a focus on coaching, governance, and coordination.
* Guide the cultural transition from project-based to product-based value delivery.
* Serve as a trusted partner to senior leaders, fostering buy-in and alignment through influence and collaborative leadership.
2. Operational Excellence & Flow Enablement
* Support and coordinate Agile Release Trains (ARTs) for smooth value delivery.
* Establish metrics and reporting frameworks to communicate delivery competency to leadership.
* Promote flow-based delivery models and continuous improvement.
* Introduce and mature best practices and continual improvement across VMO processes.
* Lead cross-functional collaboration to remove impediments and optimize performance.
* Own configuration and best practice adoption of delivery tools, training, and standards.
3. Governance & Financial Oversight
* Oversee portfolio governance, including budget, compliance, risk, and performance measurement.
* Maintain metrics and reporting frameworks to communicate portfolio value and progress.
4. Stakeholder Engagement
* Influence senior executives and stakeholders to adopt Lean-Agile behaviors.
* Manage conflicts and change resistance through transparent dialogue and facilitation.
* Participate in enterprise transformation programs and strategy forums.
5. Coaching & Capability Building
* Build coaching and support functions for Agile roles to embed continuous improvement.
* Drive adoption and evolution of Communities of Practice across the Value Lifecycle Layer.

Experiences

* Experience in portfolio management, program delivery, or enterprise transformation in large, complex organizations.
* Senior leadership experience with executive stakeholder interaction.
* Proven experience leading Value Management Offices, APMOs, or Lean-Agile transformations.
* Deep understanding of Scaled Agile and Lean Portfolio Management practices.
* Strong financial and governance expertise.
* Exceptional leadership, communication, and interpersonal skills.
* Ability to manage organizational change and drive cultural transformation.
* Experience in complex, regulated, or hybrid organizations.

Preferred Qualifications

* SAFe certifications (e.g., SAFe RTE, SAFe SPC, LPM).
* Experience in product-centric operating models or digital transformations.
* Background in enterprise architecture, business strategy, or technology innovation.
* Bachelor’s or Master’s Degree in Business, Technology, or related fields.
* MBA or equivalent advanced degree.
