It is an exciting time to join the Legal Services Board as we work in collaboration with the legal services sector to deliver our ambitious 10-year strategy. The strategy’s focus is on reshaping legal services to better meet society’s needs. We have identified significant challenges facing the sector that we are working to address to ensure fairer outcomes, increased confidence, and improved services for the public.
We are recruiting a Regulatory Policy Manager to lead a new high-profile policy project focused on enhancing consumer protection. As the legal services market evolves, it is crucial to assess whether current regulatory frameworks sufficiently protect consumers while supporting innovation to reduce legal unmet needs and improve access to justice.
Our regulatory policy work covers themes such as professional ethics, access to justice, equality and diversity, consumer protection, technology and innovation, and disciplinary and enforcement issues.
Candidate Profile
We seek an experienced policy manager with strategic awareness, collaborative skills, confidence in evidence and data use, and broad experience in policy development from design to implementation. A background in regulation, competition policy, economics, law, or the legal services market is desirable but not essential.
Why does our work matter?
Legal services are vital for consumers, the economy, and society:
* Between 2019-2023, 66% of adults in England and Wales faced at least one legal issue.
* Legal issues caused stress (53%), financial loss (29%), or health issues (16%).
* 3 out of 10 small businesses face legal problems annually, with 16% rating their issues as highly serious.
* The sector contributed £34.2bn to the economy and employed 311,000 people in 2022.
As the oversight regulator, we ensure the legal services market works well for consumers and the public, setting and holding regulators accountable to a performance framework.
Role Responsibilities
Our team of about 15 Policy Managers and Associates leads policy and regulatory work, including:
* Leading long-term projects on enforcement, standards, transparency, and consumer confidence.
* Managing relationships with regulators and assessing their performance.
* Evaluating applications for regulatory changes and making recommendations.

The Consumer Protection Project
This project aims to manage risks to consumers from market developments, including large firm failures, third-party litigation funding, online and AI-powered legal services, and unregulated support. The goal is to understand consumer risks across the sector and enable informed decision-making and innovative, beneficial services.
Core Responsibilities
* Collaborate with stakeholders internally and externally.
* Develop evidence-based policy options.
* Manage projects effectively.

* Support and challenge team members.
* Lead teams as a line manager or project lead.

Benefits
35-hour workweek, pension scheme (12-13%), benefits allowance (10%), 25 days annual leave plus statutory holidays. Salary range: £50,000-£60,000 depending on experience.
