FDM is a global business and technology consultancy seeking a Business Case Writer to support the development of investment proposals and strategic change initiatives across our client's public sector portfolio. The successful candidate will lead the drafting and structuring of business cases in accordance with HM Treasury’s Green Book guidance, ensuring alignment with best practice in options appraisal, value for money, and benefit realisation. This is an initial four-month contract with the potential for extension. The role follows a hybrid working model and can be based at one of several office locations across Scotland and throughout the North and South of the UK.
Responsibilities:
1. Lead the development of business cases (Strategic, Outline, and Full) in line with the Five Case Model and HM Treasury Green Book standards.
2. Collaborate with stakeholders across policy, operations, digital, finance, and delivery teams to gather inputs and validate assumptions.
3. Translate complex programme objectives into structured, persuasive narratives that support decision-making and funding approval.
4. Ensure business cases clearly articulate strategic alignment, economic rationale, commercial viability, financial affordability, and deliverability.
5. Support the development of benefit maps, logic models, and risk registers to underpin robust options appraisal.
6. Coordinate inputs from subject matter experts, including cost modelling, impact assessments, and implementation planning.
7. Provide guidance and templates to programme teams to improve consistency and quality of business case submissions.
8. Present drafts to senior stakeholders, incorporating feedback and ensuring clarity, accuracy, and compliance with governance standards.
