We are seeking a dedicated and highly motivated professional to join our dynamic Risk and Resilience Team. This small but influential team plays a vital role in supporting the Council Management Team and services by preparing for, planning, and responding to incidents and emergencies. You will help manage risk across the organisation by providing expert advice, guidance, and training to our Elected Members
Key aspects of this role include supporting the delivery of the Council’s corporate risk management strategy, providing advice to services on maintaining risk registers and business continuity plans, and supporting the Emergency Planning, & Resilience Manager in fulfilling the Council’s statutory duties under the Civil Contingencies Act 2004 and the Radiation (Emergency Preparedness and Public Information) Regulations 2019.
The successful candidate will have exceptional communication and experience in implementing risk management frameworks within an organisation and /or planning and responding to incidents. They will be a collaborative team player who can build strong relationships with internal and external stakeholders, while also demonstrating the ability to work independently, prioritise effectively, and manage competing demands.

Please Note:
All home/hybrid workers must live in the UK. Where an application for home-working is supported, it will be subject to a satisfactory trial period. Employees will be expected to attend Council offices for the duration of induction, and be on site in East Lothian workplaces, as required. Employees with a hybrid working arrangement in place will be office based and able to work from home, with permission, on an ad hoc basis.
Job Details
To actively contribute to achieving the aim of Protective Services in promoting, protecting and enhancing the health, safety and wellbeing of people living, working and spending time in East Lothian and to support Council Services in managing the risks associated with delivering and maintaining services in our local communities.
To support the internal and community-based emergency response and resilience activity within East Lothian by ensuring that corporate services are effective in anticipating, responding to and managing risks to public safety and service delivery.
To contribute to the development, planning, implementing, monitoring and reviewing the Council's risk management strategy through managing the operation of risk management policies, systems, procedures and practices.
Assist the Team Manager in ensuring that the Council meets its legal obligations as first responders in terms of civil contingencies, offsite nuclear regulation and incident response management.
