KeyresponsibilitiesFinanceProjectManager -LeadingprojectstonegotiateandtheneffectivelyclientServiceLevelAgreementswithconstituentcouncilsfortheprovisionofeffectivefinancesystemsforgeneralledger,AccountsPayable,AccountsReceivable,bankingandtreasuryfunctions. -Leadingprojectstodetermine,agreeandeffectthefinancialimpactsofthetransferofcertainfunctionsfromexistingorganisationstothenewAuthority,includingdisaggregationofstaffing,operationalandoverheadcostsandbudgetsaswellasidentificationandtransferofrelevantassetsandliabilities. -SupportingthedevelopmentofFinancialRegulations,StandingOrders,TreasuryManagementstrategiesandpoliciesandotherfinancialpoliciesrequiredbytheAuthority. -SupportingthedevelopmentoftheAuthoritysfirstbudgetandMedium-TermFinancialPlanandhelpingtodeveloptheprocessesandcultureforeffectivebudgetandfinancialmanagementwithintheAuthorityasittakesonitsfunctions. -SupportingthedevelopmentofprocessestoensurethatpotentialbusinesscasesforinvestmentcanbeappraisedforValueforMoneyinlinewiththedevelopmentoftheAssuranceFramework. -SupportingthedevelopmentofaneffectiveVATmonitoringregimeandsourcingofanyrequiredtaxadvicefortheAuthority. -Assistinginthedevelopmentofastrongsystemofinternalcontrol,includingthedevelopmentoftheAuditandGovernanceCommitteeandaneffectiveInternalAuditservice. Youwilloperateatthehighestlevelofprofessionalcompetence,bringingclarity,structureandleadershiptoadynamicandpoliticallysensitiveenvironment. WhatyoullneedtosucceedFinanceProjectManager Aswellashavinganaccountancyqualificationyouwillneedtobeabletomanagecompetingprioritieswithinafastpacedandcomplexdeliveryframeworktodeliveragreedobjectiveswithoutneedingdetailedday-to-dayguidancefromtheInterimStrategicFinanceLead. FinanceProjectManagerwillhavehadexperienceofsettingupsomeofthefinancialprocessesofaneworganisationfromscratch,andhaveadetailedunderstandingoffinancialissueswithinoneormoreofthefunctionalareasforwhichtheAuthoritywillberesponsible(ideallyincludingtransport). YouwillhaveexcellentinterpersonalskillstoworkeffectivelywithvariedstakeholdersfromLocalAuthoritiesandotherkeypartnersacrossSussexandBrightonwhendeliveringyourresponsibilities.
