Contract: 18 months fixed term contract
Working Pattern: Minimum 37.5 hours per week. Regular travel and occasional out of office hours and weekend work may be required
Location: Nationwide, with regular travel to Manchester office
Reports to: Facilities Development Manager

PURPOSE

This role leads the development and delivery of a national pipeline of capital facility projects aligned to Basketball England’s wider strategy.

The post holder will work with clubs, organisations and delivery partners to shape viable, investment-ready projects and act as a key point of contact for initiatives funded in partnership with Sport England, DCMS, and NBA.

The role provides sport-specific technical expertise to ensure facilities are inclusive, sustainable and fit for purpose, to deliver a wide range of basketball programmes while supporting projects through delivery by monitoring progress, risks and emerging issues.

Working closely with partners and stakeholders, the role will support assurance and reporting, build strong sector relationships, and capture learning to inform future investment.

KEY ACCOUNTABILITIES

Capital Investment & Development:
- Development and management of Basketball England’s capital investment programme including project identification, pipeline development and funding assessment against BE/Sport England/DCMS criteria.
- Lead the development of a national pipeline of capital facility projects aligned to Basketball England strategy and wider NGB priorities.
- Identify and support delivery partners to shape viable, investment-ready proposals and maximise external funding opportunities.
- Monitor investments against KPIs and ensure projects remain strategically aligned, affordable and deliverable.

Partnership Management:
- Act as a key Basketball England point of contact for capital projects funded in partnership with Sport England, DCMS and the NBA.
- Build and maintain strong relationships with local partners, consultants, delivery organisations, educational institutions and wider sector stakeholders to strengthen collaboration, share best practice and maximise project impact.
- Liaise closely with Sport England to support assurance processes, reporting requirements and informed decision-making, and continue to develop relationships with other National Governing Bodies, representing Basketball England at relevant sector groups to maximise joint facility development opportunities.

Technical Advice:
- Provide basketball-specific technical guidance to delivery partners to ensure facilities are basketball-led, fit for purpose, compliant with Basketball England standards and designed with long-term sustainability and flexibility in mind.

OPERATIONAL ACCOUNTABILITIES

Project & Service Delivery:
- Support and manage facility and capital projects from concept through to completion, monitoring progress, timelines and budgets while identifying and mitigating risks and emerging issues.
- Provide operational and project support and act as a first point of contact for key external stakeholders.

Decision Making:
- Ability to make appropriate operational decisions to meet the facilities objectives in liaison with your Line Manager and other teams across the business.
- Liaise closely with Sport England and funding partners to support assurance processes, reporting requirements and informed strategic decision-making across the project lifecycle.

Communication:
- Work with internal communications to ensure that we provide up to date, accurate and accessible information to our key stakeholders on the development and implementation of our ED&I plan.

Monitoring & Evaluation:
- Support accurate and timely data collection and reporting through programme and membership systems to inform monitoring, evaluation and strategic planning.
- Capture insight and learning from live and completed projects to inform future capital investment priorities, programme design and long-term facility strategy.

Governance, Risk & Compliance:
- Abide by all of Basketball England’s rules, regulations and policies (Including but not limited to, Equal Opportunities & Equity Policy; Safeguarding Policy; Code of Ethics & Conduct; Anti-Doping, Anti-Betting, Anticorruption and Confidentiality).

Budget Management:
- Manage, monitor, and adjust all related budgets to support effective delivery and prioritisation of resources to hit agreed targets.

Other duties:
- Any other duties as required by the line manager that are commensurate with the grade.

ROLE REQUIREMENTS

Qualifications:
A degree in a relevant subject or compensating work experience in a relevant, related field.

Experience:
- Project Development / Management: experience developing or supporting the development of participation initiatives, preferably for an NGB or third-sector organisation.
- Facilities Development: Facilities development and programme management with solid understanding of all aspects of basketball facilities.
- Relationship Management: building trust and strong relationships with a range of stakeholders internally and externally, potentially including BE staff and volunteers.
- Customer Support: Ability to adapt and deliver support services to a growing volunteer network that is effective and efficient for the customer.
- Evaluation of Programmes: Managing the operational evaluation and data analysis of programme delivery.
- High Performance environment: working in high pressure performance environments.

- Customer Service: Ability to demonstrate high levels of customer service and to motivate others to put the customer at the centre of all delivery.
- Shows integrity and is fair, equitable and ethical in approach. Protects confidential information, adheres to policies and demonstrates loyalty to basketball and the high-performance team.
- Is a skilful and persuasive communicator with a deep understanding of world class basketball performance and the needs of elite players and coaches.

Technical Skills
- Project Management: Planning and managing large and complex projects with a track record in delivering targets.
- Written Communications: ability to write in a concise and effective manner appropriate for the audience.
- Attention to Detail: An eye for detail with an ability to maintain a high level of accuracy in preparing and entering information.
- Advanced ICT: Significant advanced expertise in the use of Microsoft packages (Word, Excel, PowerPoint) and other related ICT software.
- Numeracy & Literacy: Excellent numeracy, literacy, spelling and presentation in typewritten and other work.

Other
- A genuine interest in basketball / sport.
- Commitment to Basketball England’s values, including safeguarding, equality, diversity and inclusion (EDI), and the highest standards of governance and conduct.
- A flexible attitude to working, willing to work evenings and weekends as a result of the nature of the role and event timings.
- Job offers will be subject to completion of a satisfactory, current Basketball England DBS check and completed every three years.
