We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO) and provide valuable input into the financial and business management of the Programme to support risk mitigation and help remove barriers to delivery, ensuring alignment with the business case and value for money.
We are looking for someone with a strong track record in managing complex financial information, collaborating with others to drive value for money, and influencing ongoing investment.
Key Tasks:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives within the business case, owning the change control process.
* Supporting the Programme Manager to ensure any changes to Time, Cost, and Quality of work-packages are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting the Programme Manager and Director on investment and funding activities.
* Ensuring the programme complies with governance and assurance requirements.
* Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team is responsible for the Digital Strategy and its implementation across E&B. Our work sets the strategic direction for digital services that will transform regulation.
You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape the delivery of user-centred online services and digital platforms to make them more efficient, simpler, and faster to use.
Experience/Skills Required:
* Experience working in a fast-paced, dynamic programme environment.
* Extensive digital skills across Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of organisational financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL definitions, and recharges between Defra and EA.
* Purchase order raising experience.
* Experience with business cases, EA and Defra approval processes, and change control procedures.
* Experience in digital programmes (helpful but not essential).
* Awareness of governance requirements around spend control and assurance processes.
* Proven ability to lead and own work areas, engage stakeholders, and drive innovation and best practices.
Additional Information:
You’ll have an incident management objective in your development plan, with support and training provided. The role is flexible with a national working location.
